I. GENERAL PROVISIONS
State educational standard on the course "Fundamentals of life safety" includes a basic level of presentation of educational material, which the state undertakes to provide to all students, regardless of the type of educational institution.
The main result of mastering knowledge, skills and abilities in life safety is the assimilation by students minimum requirements for a person's life, regardless of what he will do in the future.
The training base should contribute to the successful fulfillment of the state standard and the requirements of the regional standard.
For the successful solution of educational tasks determined by the curriculum in each secondary school ( educational institution) it is recommended to have an OBZh cabinet. Under the OBZH cabinet, one should understand a training room equipped with classroom furniture, equipped with educational and visual aids, technical teaching aids and devices that are rationally placed in readiness for systematic use in the classroom and extracurricular activities for life safety. A spacious bright room of 54-60 sq. m with an adjoining laboratory where a metal cabinet for storing pneumatic weapons can be located. The laboratory assistant has an entrance from the OBZH office.
OBZh cabinet secondary school equipped to:
Creation of the necessary educational and material base for the study (mainly theoretical) of all sections of the curriculum of the life safety course;
Conducting training sessions and extracurricular activities on the basics of life safety and the basics military service with students, consolidating and deepening the acquired knowledge;
Promotion of a healthy lifestyle, a responsible attitude to personal and public safety.
The OBZh cabinet must meet the following basic requirements:
Represent a room that is convenient for classes, meets sanitary and hygienic standards, with an adjoining laboratory room designed to store instruments, educational visual aids and educational property;
Contribute to the solution during the lesson not only educational, but also educational tasks;
Ensure maximum achievement of visibility in teaching and at the same time create conditions for students to perform independent tasks;
Provide an opportunity for the wide use of technical teaching aids;
Stand "Rules of life safety" (anticipate danger; avoid it if possible; act if necessary);
Stand "Material for the lesson".
On this stand are placed: information about current events, manuals, messages. New messages on life safety are of interest to schoolchildren.
A plan and layout of the area can be made in the office, reflecting the location of the school with all roads, potentially dangerous objects. On the layout, questions of safe behavior on the street are worked out, safe way from home to school and the actions of students in case of dangerous or emergency situations in the area adjacent to the school.
These stands can be recommended as general. And other stands (depending on the availability of drawings, posters) should "work" - carry information on the topics of the program "Fundamentals of Life Safety", approved by the Ministry of Education of the Russian Federation. These stands are recommended to be arranged in three sections:
1. Human safety and protection in dangerous emergency situations.
2. Fundamentals of medical knowledge and a healthy lifestyle.
3. Training in the basics of military service.
Approximate content of the stands “Safety and protection of humans in dangerous and emergency situations:
Definition of an emergency;
Classification of natural emergencies;
Classification of technogenic emergencies;
RSChS as a security system (structure; management; forces and means of emergency situations);
Responsibilities of students to protect themselves in the event of an emergency.
Approximate content of the stands "Fundamentals of medical knowledge and a healthy lifestyle":
Prevention of student injuries;
First aid for various types injuries;
Infectious diseases and their prevention;
Definition of health and a healthy lifestyle (distribution of the daily calorie content; essential nutrients and vitamins; energy value of staple foods; health indicators; components of health and healthy lifestyles, etc.);
Bad habits and the fight against them (backlog in school of smoking schoolchildren; the effect of alcohol on the internal organs of a teenager; the danger of drug addiction; the effect of alcohol on the health of offspring; prevention of sexually transmitted diseases; information about AIDS, etc.);
Basic sports standards for adolescents of pre-conscription age.
Approximate content of the stands "Training on the basics of military service":
Legal foundations of military service (Article 59 of the Constitution of the Russian Federation, extracts from federal law"On military duty and military service");
Structure of the Armed Forces of the Russian Federation;
Tactical training;
fire training;
Drill;
General military charters of the Armed Forces of the Russian Federation.
In addition, stands on the basics of military service can be supplemented with the Days of Military Glory of the Fatherland, portraits of the Supreme Commander of the Armed Forces of the Russian Federation and the Minister of Defense of the Russian Federation.

All of the above is advisory in nature. Each teacher of life safety, in collaboration with a teacher of fine arts and technology, based on local conditions and the possibilities of the school, can design and equip an office in the way that he considers most appropriate. But at the same time, he must necessarily take into account the above structural foundations of the content of the design.
IV. CIVIL DEFENSE CORNER
The civil defense corner is located in a prominent place in the school. Materials are used in conducting classes on a number of topics. When equipping the GO corner, it is recommended to place the following materials in it:
Civil defense - definitions and concepts;
The main tasks of civil defense;
Civil defense management structure in Russia;
Structure of civil defense at school (organization of civil defense at school; formation of civil defense at school; warning signals of civil defense and actions on them; warning scheme);
Possible emergencies for a given area and the actions of the population in the event of a threat and the occurrence of these emergencies;
Plan for the placement of protective structures;
The order of emergency evacuation from the school building.
V. METHODOLOGY FOR ASSESSING THE EDUCATIONAL AND MATERIAL BASE FOR OBZH
During the competition training base for life safety, a single assessment methodology is needed.
The proposed methodology focuses on providing each lesson with visual aids, tables and gives the following scores:
The presence of visual aids (posters, tables, drawings) at the rate of one visual aid - 1 point; for providing 1 lesson no more than 3 points;
presence of control material(control cards): 1 topic - 5 points;
Situational tasks: 1 task - 5 points;
Tests: for half a year - 40 points, for a year - 40 points;
technical means: - filmstrips (for one filmstrip - 5 points);
Slides (for providing a lesson no more than 3 points);
Video films on the topic - 10 points;
provision of personal protective equipment, medical protective equipment: - gas masks - 10 points;
Respirators - 10 points;
OZK - 10 points;
IPP - 10 points;
AI - 10 points;
Hemostatic rubber tourniquets - 10 points;
Simulators - 10-30 points;
the presence of a shooting range- 150 points (equipment of the shooting area - 50 points);

The significance of one or another element of the assessment in this methodology is given by its significance, frequency of use, cost, labor costs for development and manufacture.
200 points are given for the presence of an equipped OBZh cabinet. This is an incentive, since the presence of an office is already the beginning of the creation of an educational and material base.

For the effectiveness of teaching students on life safety, the school must have a separate room, equipped and designed in accordance with the life safety program.
The office should have:

1. The office must be open 15 minutes before the start of the lesson.
2. Students are in the classroom only in change of shoes.

4. The office should be ventilated every change.
5. The teacher must organize the cleaning of the classroom after the 3rd lesson and at the end of the lesson.
