1. GENERAL PROVISIONS
1.1. This manual has been developed in accordance with the requirements federal law dated 01.01.01 "On fire safety", Fire safety rules in Russian Federation(PPB 01-03), Fire safety rules for the operation of buildings and structures educational institutions, enterprises, institutions and organizations of the system of the Ministry of Higher and Secondary Specialized Education (PPB-S-1983), SNiP “Labor safety in construction. Part 1. General requirements.”, SNiP “Labor safety in construction. Part 2. Construction production, RD "Standard instructions for organizing the safe conduct of hot work at explosive and explosive objects", POT RO 8 "Regulations on work with increased danger", POT RM - "Intersectoral rules for labor protection in electric and gas welding works”, RD 34.03.204 “Safety rules when working with tools and devices”, GOST 12.3.040 “Roofing and waterproofing works”.
1.2. This instruction provides for the basic requirements for the organization and safe conduct of hot work, which are mandatory for managers, employees of TSU and employees of contractors performing hot work in divisions and on the territory of TSU.
1.3. Hot work includes production operations associated with the use of open fire, sparking and heating to a temperature that can cause ignition of materials and structures, namely:
Electric welding;
gas welding;
Petrol-kerosene cutter;
Soldering work;
At the installation sites of the acetylene generator, notices (placards) should be hung out: “No entry to strangers - flammable”, “Do not smoke”, “Do not pass with fire”.
4.8. Cylinders installed indoors must be located at least 1 m from heating appliances and stoves, and at least 5 m from heat sources with open fire. The distance from the burners (horizontally) to bypass ramp (group) installations should not less than 10 m, and to individual cylinders with oxygen or GG - at least 5 m.
4.9. When carrying out gas welding or gas cutting work, it is prohibited:
Warm up frozen acetylene generators, pipelines, valves, gearboxes and other parts of welding installations with open fire or hot objects;
Allow oxygen cylinders, reducers and other welding equipment to come into contact with various oils, as well as oiled clothing and rags;
Work from one water lock to two welders;
Load calcium carbide with oversized granulation or push it into the funnel of the apparatus using iron rods and wire, and also work with carbide dust;
Load calcium carbide into wet loading baskets or in the presence of water in the gas collector, as well as load baskets with carbide more than half of their volume when the “water to carbide” generators are operating;
Purge the hose for the GG with oxygen and the oxygen hose of the GG, as well as interchange the hoses during operation;
Use hoses whose length exceeds 30 m, and during installation work - 40 m;
Twisting, twisting or pinching gas supply hoses;
Move the generator if there is acetylene in the gas collector;
Force the operation of acetylene generators by deliberately increasing the gas pressure in them or increasing the one-time load of calcium carbide;
Use a copper tool for opening drums with calcium carbide, as well as copper as a solder for soldering acetylene equipment and in other places where contact with acetylene is possible.
4.10. During breaks in work, as well as at the end of the work shift, the welding equipment must be turned off, including from the mains, the hoses must be disconnected and freed from flammable liquids and gases, and the pressure in blowtorches must be completely relieved.
4.11. Welding work in the open air during rain, snowfall should be stopped.
5. RESPONSIBILITIES OF THE HOT WORKERS
5.1. Before starting work, a gas-electric welder (another person conducting hot work) must:
Carry a qualification certificate and a fire safety ticket and present them at the request of the head of work, or employees of the fire prevention department (group) of the TSU fire prevention department;
Put on overalls, helmet, safety shoes of the established sample;
Receive a task to perform work from the work manager and undergo a targeted fire-fighting briefing, sign the work permit for its implementation (clause 4 "RD").
5.2. After receiving the task from the work manager, the gas-electric welder (another person conducting hot work) is obliged to:
Prepare the necessary personal protective equipment (asbestos or canvas sleeves - in the production of ceiling welding, goggles, respirator);
Check the workplace and approaches to it for compliance with safety requirements;
Select the tools, equipment and technological equipment necessary for the performance of work, check their serviceability and compliance with safety requirements;
Check the stability of welded or cut parts and structures;
Make sure there are no flammable materials in the work area.
5.3. A gas-electric welder (another person conducting hot work) should not start work in case of the following violations of safety requirements:
Malfunctions of the burner or reducer (leakage of the union nut of the reducer, malfunction of the burner valve);
Malfunctions of the pressure gauge on the reducer (lack of a stamp on the annual test or untimely conduct of the next test, broken glass or case, immobility of the arrow when gas is supplied to the reducer);
Violation of the integrity of the cylinder (presence of cracks or dents), as well as the absence of a brand with the test date on the gas cylinder;
Malfunctions of the water seal of the acetylene generator, as well as the presence of other malfunctions specified in the manufacturer's instructions for its operation, in which the use of the generator is not allowed;
Lack of exhaust ventilation in case of work in enclosed spaces;
Presence of explosive and flammable materials in the work area.
Detected violations of safety requirements must be eliminated on their own before the start of work, and if it is impossible to do this, the gas electric welder is obliged to report them to the work manager.
5.4. When performing the assigned work, a gas-electric welder (another person conducting hot work) is prohibited from:
Leave your workplace without the permission of the work manager;
Take part in the production of work not entrusted to him;
Smoking during work;
Work on faulty welding equipment, use gas cylinders that have not passed the next examination, with faulty valves, grease stains, shells, corrosion, cracks, dents and other damage, as well as cylinders that do not have passport data;
Repair burners, cutters, valves, cylinders and other equipment;
Carry out gas welding and cutting using liquefied gases in basements and basements, in wells and other underground structures;
Carry gas cylinders manually, install welding units, gas cylinders, tanks with flammable liquid in aisles, driveways and on people's evacuation routes;
Approach with a lit burner or cutter to a tank with fuel or an oxygen cylinder, move outside the workplace, and also climb ladders, scaffolding;
Attach plugs, tees, etc. to the sleeves to power several burners (cutters);
Leave gas hoses connected to cylinder reducers during breaks and at the end of work;
Clamp, twist or twist the sleeves supplying oxygen and fuel to the cutter;
allow heating gas cylinders, including from exposure to sunlight;
Remove caps from cylinders with hammer blows, chisels and other means capable of generating a spark;
Warm up the torch evaporator with a flammable liquid poured at the workplace;
Work with ladders, stepladders, adjust and dismantle scaffolding;
Leave unsecured objects on the scaffolding or throw them down, simultaneously work for several welders on the same vertical;
Blow products, clean overalls and enrich the air of the working room with compressed oxygen;
Work in oiled gloves, overalls;
Violate the requirements set forth in section 4 "Carrying out hot work" of this Instruction.
5.5. Upon completion of work, the gas-electric welder (another person conducting hot work) must:
Turn off the switch of the welding machine or close the cylinder valve and relieve pressure on the reducer;
Close the valves on the cylinders or gas pipelines, release gases from all communications and release the clamping springs of the reducers. Remove the sleeves and hand them over together with hand burners (cutters) and gearboxes to the pantry;
Remove electric and gas welding equipment and equipment in specially designated premises (places);
Remove the workplace, tools, inventory, work materials and personal protective equipment. Inspect your work area and check for uncollected welding wires, gas hoses, temporary lighting wires, portable lights, fixtures, materials, loose parts and smoldering objects.
6. REQUIREMENTS FOR PERMANENT HOT WORK SITES
6.1. It is not allowed to place permanent places for hot work in fire and explosion hazardous rooms.
6.2. The permanent place of hot work is indicated by appropriate inscriptions indicating the person responsible for hot work.
6.3. Floors in rooms where permanent places for hot work are organized must be made of non-combustible materials.
6.4. Walls and equipment of permanent places of hot work must be painted in gray, yellow or blue tones with diffuse (diffuse) reflection of light.
6.5. The area of a specially equipped room (cabin) for permanent hot work should be at least 4 m2 for each workplace, the width of the passage between the workplace and equipment should be at least 1 meter.
6.6. The room (cabin) must be equipped with local suction and supply ventilation. Welding work at stationary posts should be carried out with local exhaust ventilation turned on.
6.7. A permanent place for hot work should be equipped with a rationally arranged grounded metal table with a vice, which should provide a comfortable position for the body of the worker, and when welding or manually cutting small parts, the ability to perform work while sitting.
6.8. At the workplaces of a gas-electric welder, there should be devices (tripods, a rack with hooks, etc.) for laying or hanging electrode holders, cutters and burners on them during a short break in work.
6.9. Each permanent place of hot work must be provided with primary fire extinguishing equipment and a standard instruction on fire safety measures.
6.10. Hot work in the places of their permanent conduct should be immediately stopped in case of emergencies.
7. REQUIREMENTS FOR STORAGE AND TRANSPORTATION OF ELECTRIC AND GAS WELDING EQUIPMENT
7.1. Upon completion of work, all electric and gas welding equipment and equipment must be removed to specially designated premises (places). Warehouses for storing cylinders with combustible gases should be one-story, with light ceilings and not have attic spaces. It is allowed to store cylinders in open areas, protected from the effects of precipitation and sunlight. In warehouses of cylinders with combustible gases, only water, steam or air heating is allowed. Storage of cylinders with combustible gases and oxidizing agents in rooms that are not cylinder warehouses is prohibited.
7.2. Cylinders with GH should be stored separately from cylinders with oxygen, compressed air, chlorine, fluorine and other oxidizing agents, as well as from cylinders with toxic gases.
7.3. When storing and transporting cylinders with oxygen, do not allow oils (fats) to get in and contact the cylinder fittings with oiled materials. When turning oxygen cylinders by hand, it is not allowed to take hold of the valves.
7.4. Gas storage rooms must have serviceable gas analyzers up to explosive concentrations. In the absence of gas analyzers, the head of the facility must establish the procedure for sampling and control of samples.
7.5. If gas leaks from cylinders are detected, they must be removed from the warehouse to a safe place.
7.6. Persons in footwear lined with metal nails or horseshoes are not allowed in the warehouse where cylinders with GG are stored.
7.7. Cylinders with GG, having shoes, must be stored in a vertical position in special nests, cages or other devices that prevent them from falling.
Cylinders that do not have shoes should be stored in a horizontal position on frames or racks. The height of the stack in this case should not exceed 1.5 m, and the valves should be closed with safety caps and turned in one direction.
7.8. Storage of any other substances, materials and equipment in gas storages is not allowed.
7.9. Warehouses with HG must be provided with natural ventilation.
7.10. It is necessary to store and transport gas cylinders only with safety caps screwed onto their necks. When transporting cylinders, avoid shocks and shocks. Cylinders should be delivered to the place of welding on special carts, stretchers, sleds.
7.11. Gas cylinders during their storage, transportation and operation must be protected from sunlight and other heat sources. Storage in the same room of oxygen cylinders and cylinders with GG, as well as calcium carbide, paints, oils and fats is not allowed.
7.12. When handling empty cylinders of oxygen or gas, the same safety precautions must be observed as with filled cylinders.
8. REQUIREMENTS FOR OPERATION OF ELECTRIC AND GAS WELDING EQUIPMENT
8.1. The equipment used for welding must comply with the requirements of GOST 12.2.003-74, GOST 12.2.049-80, safety requirements for electrical devices in accordance with GOST 12.2.007.8-75, electrical installation rules (PUE), rules for the technical operation of consumer electrical installations ( PTEP) and safety regulations for the operation of consumer electrical installations (PTB).
8.2. Portable, mobile electric welding equipment is assigned to the electric welder, about which an entry is made in the Inventory Registration Log. Mobile and portable power sources for arc welding not assigned to electric welders must be stored in lockable rooms. The serviceability of electric welding machines and units must be checked every 6 months. Cleaning of the unit and starting equipment should be carried out daily after the end of work. The insulation resistance of the current-carrying parts of the welding circuit must be at least 0.5 megohm. The insulation must be checked at least once every 3 months (for automatic submerged arc welding - once a month) and must withstand a voltage of 2 kV for 5 minutes. Electric welding installations must have technical documentation explaining the purpose of units, equipment, devices, and electrical circuits.
2.1.3. The basis for issuing a permit is an order for the enterprise, signed by the director (or a person replacing him) to carry out a specific type of hot work.
2.2. Preparatory work
2.2.1. Preparatory work includes all types of work related to the preparation of premises and a workplace (equipment, communications, structures, etc.) for hot work.
2.2.2. Preparation of premises and workplace for hot work is carried out by the operational personnel of the workshop under the guidance of the person responsible for the preparatory work.
2.2.3. When preparing for hot work, the head of the workshop (deputy head of the workshop), together with those responsible for the preparation and conduct of these works, determine the danger zone, the boundaries of which are clearly marked with warning signs, inscriptions and posters ("Danger!", "Do not enter! Welding work is in progress!" etc.), places of welding, cutting, heating, etc. are marked with chalk, paint, a tag and other clearly visible identification marks.
2.2.4. Equipment and communications on which welding work is to be carried out must be freed from the product and thoroughly cleaned from inside and outside of dust (using, if necessary, water jets or an emulsion with a 2% foam concentrate solution). At the same time, places that are difficult to access for cleaning are recommended to be filled with air-mechanical foam of medium expansion (about 50-100).
All containers and communications directly connected with the place of welding must also be cleaned of dust.
Methods for cleaning dust from premises, as well as equipment and communications on which hot work is carried out, should not lead to the formation of dust-air mixtures and the appearance of sources of ignition.
2.2.5. Air ducts, product pipelines and other communications connecting the place of hot work with other equipment must be blocked using process valves, flame arresters, plugs, wet burlap, etc.
2.2.6. All inspection, technological and manhole hatches (hatches), as well as ventilation and installation openings and unsealed holes in ceilings and walls industrial premises where hot work is carried out must be closed.
2.2.7. The room in which hot work will be carried out, including platforms, metal structures and structural elements of the building (walls, floors, ceilings, columns, beams, etc.), must be cleared of combustible products (dust, chaff, grain, product debris, etc.). P.).
At the same time, the area adjacent to the hot work site within the radius specified in Chapter 16 of the Fire Safety Rules in the Russian Federation (PPB-01-93) should be especially carefully cleaned.
2.2.8. Immediately before hot work, a complete stop of the operation of all equipment (technological, transport and aspiration) of the workshop (site, warehouse, etc.) must be ensured, the starting equipment designed to turn on the equipment is turned off and de-energized, and measures are taken (closing the equipment on lock, hanging warning signs and posters "Do not turn on! Hot work in progress!", etc.), excluding the possibility of their launch during hot work.
2.2.9. The floor area adjacent to the place of hot work, as well as combustible structures, must be covered with wet burlap and provided with the possibility of their subsequent abundant wetting with water or a 2% foam concentrate solution.
2.2.10. At the site of hot work, measures should be taken to prevent the possibility of sparks flying outside the wet burlap flooring, especially into the openings of interfloor ceilings, intake openings of machines and aspiration networks of lower floors using special metal screens or other devices.
2.2.11. The place of hot work must be provided with the necessary fire extinguishing equipment (fire extinguishers, boxes with sand and a shovel, a bucket of water, etc.). At the same time, if there is an internal fire water supply valve near the place of hot work, the pressure hose with the barrel must be connected to the valve and delivered to the place of work, and water is supplied to the fire water supply.
2.2.12. In industrial premises where hot work is carried out, all doors connecting these premises with other premises, including the doors of vestibule locks, must be tightly closed and have devices for self-closing; windows, depending on the time of year, the heating of the room, the duration, volume and degree of danger of performing specific hot work (the most dangerous are hot work associated with the dismantling of metal bunkers, bucket elevators, dust collectors and other equipment, using electric and gas cutters) should be, open whenever possible.
2.2.13. All other preventive measures recorded in the permit by the head of the shop, the head of security and the chief engineer of the enterprise, depending on the specific local conditions, must be carried out.
2.2.14. During the period of a ten-day shutdown, overhaul, technical re-equipment and reconstruction of the enterprise in industrial premises within the boundaries of the hazardous zone, the presence of persons (tinsmiths, locksmiths, plasterers, etc.) who are not directly involved in hot work is NOT ALLOWED.
2.3. The procedure for issuing and issuing a permit to conduct
temporary hot work
2.3.1. Based on the order for the enterprise, the permit is drawn up in two copies by the head of the shop (deputy head of the shop). The latter determines the volume and specific content of the preparatory work, the sequence of their implementation, safety measures in the performance of hot work and enters them into the permit.
2.3.2. The permit is agreed with the fire department of the enterprise in terms of ensuring fire safety measures and the availability of primary fire extinguishing equipment at the site of hot work, after which it is submitted for approval to the chief engineer or a person replacing him.
2.3.3. The permit is transferred to the persons responsible for the preparation and conduct of hot work to carry out the activities specified in the permit.
2.3.4. The composition of the brigade and the mark of the briefing are entered in clause 9 of the permit.
2.3.5. After completing all the activities specified in the permit and provided for by this Instruction, the person responsible for the preparation of hot work puts his signature in paragraph 12 of the permit, after which the person responsible for carrying out hot work and the shop manager (deputy shop manager) check completeness of the implementation of activities and are signed accordingly in paragraphs. 13 and 14 permissions.
2.3.6. Before approving the permit, the chief engineer of the enterprise must personally verify the completeness of the implementation of fire and explosion safety measures and, if necessary, determine and write down in the permit additional fire and explosion safety measures that must be performed before the start of hot work and during them (depending on the specific location and conditions for conducting fire works), as well as, if necessary, appoint and enter in paragraph 10 of the permit the name of the person who is obliged to be constantly present during hot work.
2.3.7. One copy of the approved permit remains with the person responsible for carrying out hot work, the second copy is transferred to the fire department of the enterprise, where it is filed in a special file along with a copy of the order for the enterprise to carry out hot work.
2.3.8. The permit is issued separately for each type of hot work and is valid for one day shift. If these works are not completed within the prescribed period, then the issued permit, after a preliminary inspection of the place of work by the persons responsible for the preparation and conduct of hot work, the head of the shop and the head of the fire department, is extended, but not more than one shift, which is recorded in paragraph 1. 16 permissions. At the same time, in the event of a change in the conditions for conducting hot work, additional preparatory measures and safety measures during their implementation are included in the permit.
2.3.9. When conducting overhauls and work on the reconstruction of shops with a complete stop of production, it is allowed, subject to careful preparation of the facility, to issue permits for the period provided for by the schedules of major repairs or reconstruction works.
2.4. Carrying out temporary hot work
2.4.1. Before the start of temporary hot work, direct performers (electric and gas welders, gas and gas cutters, etc.) must receive instructions from the person responsible for conducting hot work, fixing in a permit against a receipt on explosion and fire safety measures and evacuation routes at a specific place of fire work.
2.4.2. The admission to conduct hot work must be carried out by the person responsible for carrying out hot work, after accepting the equipment from the person responsible for preparing for hot work, checking together with the performer the preparation of the place of work, the condition of the welding equipment (equipment) and communications in accordance with the requirements of explosion and fire safety. At the same time, the person responsible for carrying out hot work transfers the approved permit to the contractor.
2.4.3. Permission for the entire period of welding, as well as in the event of their continuation, for another shift, together with a qualification certificate and a fire safety coupon, must be constantly kept by the direct performer of hot work.
2.4.4. During the period of hot work, the responsible person for carrying out hot work must establish systematic control over the observance by the performers of hot work of explosion and fire safety measures and safety precautions.
2.4.5. The person responsible for hot work and the head of the shop (deputy head of the shop) before resuming hot work (after a break) and before starting extended hot work must check the condition of the hot work site and equipment.
2.4.6. When carrying out hot work, it is prohibited:
a) allow students and other persons who have not passed tests in welding and gas-flame work and who have not received certificates and coupons as a result of verification tests in knowledge of the requirements of explosion and fire safety to do hot work;
b) start work and work with faulty equipment;
c) opening hatches and lids, strikes against metal bins, dust collectors, aspiration air ducts, product pipelines, various equipment, etc.; carrying out cleaning work, as well as other operations that may lead to fires and explosions due to the dustiness of hot work areas;
d) presence in the premises of hazardous areas where temporary hot work is carried out by service personnel not associated with their implementation (taking into account clause 2.2.14);
e) production of welding, cutting or soldering of freshly painted structures and products until the paint is completely dry;
f) use of clothes and gloves with traces of oils, fats, gasoline, kerosene and other combustible liquids;
g) contact of electrical wires with compressed, liquefied gas cylinders;
h) production of welding, cutting, soldering or heating by open fire of apparatuses and communications filled with product or dust, as well as non-combustible liquids, gases (vapors) and air under pressure or under electrical voltage;
i) performing hot work near flammable materials;
j) dumping on (under) the ground equipment, structures and their elements dismantled by means of electric or gas cutting operations (their smooth lowering should be provided);
k) twisting, breaking or pinching of gas supply hoses, use of faulty hoses (with winding with insulating tape or other material), as well as hoses loosely attached to the apparatus, reducer, burner;
l) use as a return wire of the grounding or grounding network of metal structures of buildings, communications and technological equipment;
m) the electric arc is fed directly from the distribution network (it must be carried out through a welding transformer or from a welding generator and a rectifier);
o) subject oxygen cylinders to impacts and allow them to fall;
2.4.7. The welding equipment and electrode materials used must comply with the requirements of current standards. The use of non-factory-made electrodes and electrode holders is prohibited.
2.4.8. Each batch of electrodes must have a certificate or passport.
In the absence of these documents, the use of electrodes is prohibited.
2.4.9. The inclusion of transformers and generators in the electrical network should be carried out only by means of closed-type circuit breakers.
2.4.10. Electric welding work must be carried out using two wires. The return wire from the workpiece to be welded to the current source is insulated, not inferior in insulation quality to the direct wire connected to the electrode holder.
2.4.11. When changing electrodes during the welding process, their remains (ends) should be thrown into a special metal box installed at the welding site.
2.4.12. Cylinders with compressed gas must be in a vertical position in the sockets of a special rack, secured with clamps or clamps.
2.4.13. Hot work must be immediately stopped upon detection of deviations from the requirements of explosion and fire safety, this Instruction, non-compliance with the safety measures provided for in the permit, occurrence dangerous situation, as well as at the first request of the safety engineer, shift supervisor, head of the workshop responsible for conducting hot work, representatives of the State Fire Supervision Service, Gosgortekhnadzor, Rostrudinspektsiya, heads of security and DPD of the enterprise.
2.5. The procedure for handing over the place of hot work
2.5.1. After the end of the hot work, the contractor must carefully inspect the place of their conduct, pour water on combustible structures and materials, eliminate the identified sources that can lead to fire and explosion, hand over the work and the welding site against the signature in paragraph 17 of the permit to the person responsible for conducting hot work , and give it permission.
2.5.2. The person responsible for carrying out hot work after their completion must carefully check the workplace for the absence of possible sources of fire, accept the work and the place of welding from the contractor against signature in clause 18 of the permit, and also transfer it against signature in clause 19 of the permit to the fire department of the enterprise no later than 3 hours after the end of hot work.
2.5.3. The head of the fire brigade or the representative of the fire brigade, who coordinated their conduct, having received a permit against signature in paragraph 20, indicating the completion of hot work, or knowing in advance the time of their completion, must inspect the place of work, make sure that there are no sources of combustion and take measures to ensure explosion and fire safety .
2.5.4. The head of the workshop (deputy head of the workshop) where temporary hot work was carried out, after they are completed, must carefully inspect the place of their conduct, especially hidden areas, and ensure that the place of hot work is monitored for at least 5 hours after their completion and more, if the last recorded in the permit (in order to exclude the possibility of a fire, fire and explosion). Observation should be carried out at certain intervals of time, depending on the characteristics of the place and the nature of the hot work performed. At the same time, it is necessary to pay attention not only to the place of work, but also to adjacent combustible structures and neighboring premises, as well as to the possibility of a hidden spread of fire through voids, channels, communications, etc.
2.6 Duty and responsibility of managers and executors
2.6.1. The director of the enterprise is responsible for organizing measures to ensure safety during hot work.
2.6.2. The chief engineer of the enterprise who approved the permit, in addition to fulfilling the requirements of paragraphs. 2.2.14 and 2.3.6. of this Instruction is obliged to organize the implementation of measures in accordance with this Instruction.
2.6.3. The head of the shop (deputy head of the shop), in addition to fulfilling the requirements of paragraphs. 2.2.4, 2.3.1, 2.3.3, 2.3.4, 2.3.5, 2.3.7, 2.3.8, 2.4.5, 2.5.4, must:
a) ensure the approval of the permit for temporary hot work with the fire department of the enterprise and its approval by the chief engineer;
b) ensure the implementation of measures for the preparation and safe conduct of hot work;
c) provide a place for hot work with primary fire extinguishing means;
d) to ensure the withdrawal of workers not associated with the conduct of hot work outside the danger zone of industrial premises where hot work is carried out and control over the fulfillment of this requirement in the process of hot work;
e) ensure a complete stop of operation of all equipment before hot work and taking measures to exclude the possibility of their start-up during hot work;
f) ensure control over compliance with the requirements of this Instruction during hot work.
2.6.4. The person responsible for the implementation of the preparatory work is obliged to comply with the requirements of paragraphs. 2.2.2, 2.2.3 and 2.3. of this Instruction.
2.6.5. The person responsible for conducting hot work, in addition to fulfilling the requirements of paragraphs. 2.3.4, 2.3.5, 2.4.1, 2.4.2, 2.4.4, 1.8, 2.4.5, 2.5.2 and 3.2 must:
a) familiarize the performers with the evacuation routes;
b) organize the implementation of measures for the safe conduct of hot work;
c) receive a welding machine against receipt and hand it over for permanent storage after the completion of hot work;
d) check the availability of a qualification certificate and a fire safety coupon for hot work performers (welders, cutters);
e) monitor the good condition of gas welding, electric welding and other equipment for conducting hot work (acetylene generators, installations for electric welding, cutting and soldering, cables, wires, hoses, etc.) and eliminate all malfunctions and shortcomings in it;
f) immediately stop hot work in the event of a dangerous situation.
2.6.6. The shift supervisor (shift leader) is obliged to notify the shift personnel about the conduct of hot work, ensure their absence within the danger zone where hot work is being carried out, and record in the shift acceptance and delivery log about the place and time of welding and other hot work.
2.6.7. Performers of hot work, in addition to fulfilling the requirements of paragraphs. 2.4.1, 2.42, 2.4.3, 2.4.6 b, c, e, f, g, h, i, j, l, m, n, o; 2.4.10, 2.4.11, 2.4.13 and 2.5.1 of this Instruction are obliged:
a) get acquainted with the scope of work at the site of the upcoming hot work;
b) perform only the work specified in the permit;
c) comply with the security measures provided for in the permit;
d) be able to use fire extinguishing equipment and, in the event of a fire, immediately take measures to call the fire department and begin to eliminate the fire;
e) to stop hot work in the event of a dangerous situation.
2.6.8. The head (deputy) of the fire department of the enterprise, in addition to fulfilling the requirements of clause 2.5.3 of this Instruction, is obliged to:
a) before starting hot work, check the preparation of the workplace and the availability of primary fire extinguishing equipment;
b) subject to all fire safety requirements, agree on a permit;
c) to organize for the duration of hot work and after the delivery of the place of their conduct (with a corresponding entry in the permit) a fire post from the guard or members of the DPD;
d) check compliance with the requirements of this Instruction during hot work;
e) stop hot work in case of non-compliance with the safety conditions for their implementation;
f) ensure the maintenance of a log of hot work, registration and storage of permits.
2.6.9. The person responsible for the storage of welding machines (and other devices for conducting hot work) is obliged to:
a) upon presentation of a completed and approved permit, issue a welding machine to the person responsible for carrying out hot work against receipt in a special journal;
b) after the end of the hot work, take the welding machine and close the room for its storage with a lock;
d) promptly cull faulty welding machines and other devices for hot work and take measures to repair them.
2.6.10. The person who approved the permit for conducting hot work, the head of the shop (deputy head of the shop), persons responsible for the preparation and conduct of hot work, the head (deputy) of the security of the enterprise, the head of the shift, performers, the person responsible for storing welding machines, are responsible for fulfillment of the duties assigned to them.
3. TEMPORARY HOT WORKS PERFORMED BY WORKERS
THIRD-PARTY ORGANIZATIONS DURING CURRENT, MAJOR REPAIRS,
TECHNICAL RE-EQUIPMENT AND RECONSTRUCTION
OPERATING ENTERPRISE
3.1. Temporary hot work at an existing enterprise, performed by employees of third-party organizations during current and major repairs, must be carried out in accordance with the requirements of Sec. 2. At the same time, a representative of a third-party organization (foreman, foreman) must be appointed as the person responsible for carrying out hot work, whose authority is certified by a joint order of the director of the operating enterprise and the head of the third-party (contract) organization.
3.2. Performers of hot work, except for briefing against receipt in the permit on fire and explosion safety measures at a specific place of hot work, provided for in paragraphs. 2.3.4 and 2.4.1 of this Instruction are required to receive additional safety instructions from the person responsible for conducting hot work from the customer enterprise on safety precautions when carrying out hot work in this workshop.
3.3. During the technical re-equipment and reconstruction of existing enterprises, their managers are required to determine the scope of measures to ensure fire and explosion safety for this period, and they are mandatory for construction managers and heads of their subordinate units.
3.4. When reconstructing an existing enterprise, it is mandatory to separate the reconstructed site from existing workshops, warehouses and other industrial premises with fireproof shields or partitions.
3.5. Before starting work on the territory of an existing enterprise or workshop, the customer (enterprise) and the general contractor with the participation of subcontractors are required to issue an admission certificate in the form given in the mandatory Appendix 3.
Responsibility for compliance with the measures provided for by the admission certificate is borne by the heads of construction and installation organizations and the operating enterprise.
3.6. Responsibility for explosion and fire safety at facilities under construction and reconstruction, for the accurate and timely implementation of measures to ensure explosion and fire safety, the availability and proper maintenance of fire extinguishing equipment is borne personally by the head of the contractor.
The requirements of this Instruction do not exclude the unconditional fulfillment of the requirements of Chapter 16 "Fire hazardous work" of the Fire Safety Rules in the Russian Federation (PPB-01-93), approved by order of the Ministry of Internal Affairs of the Russian Federation on December 14, 1993 No. 536.

This manual has been developed specifically for organizing the safe conduct of hot work.
1. GENERAL PROVISIONS
1.1. Hot work includes high-risk work associated with the use of open fire, sparking and heating to temperatures that can cause ignition of materials and structures:
— electric and gas welding works;
— gas cutting on liquid fuel;
- soldering work;
– work on heating bitumen, heating parts with an open flame;
– work with the formation of sparks - mechanical cutting of metal, work with scrap, a jackhammer, an angle grinder (“grinder”) on the territory of an oil depot, gas station, gas filling station, gas filling station (GNS), liquefied gas discharge point (PSSG);
- all other works with the use of open fire on the territory of the oil depot, gas station, gas filling station, gas filling station, PSSG.
1.2. Increased Hazard Work (RPO) is hazardous work, for which, in each individual case, it is necessary to develop, prepare and implement safety measures in the prescribed manner.
1.3. Depending on the location, hot work is divided into:
- work at permanent (specially designated for this purpose) hot work areas;
— work at temporary hot work sites.
1.4. Permanent places of hot work can be equipped at oil depots on specially designated and equipped sites located in an open area, or in specially allocated and equipped for this purpose premises of the oil depot. A permanent place for conducting hot work at the facility must be determined by the order of the enterprise, agreed with representatives of the fire department and equipped with primary fire extinguishing equipment.
1.5. Hot work at temporary places is allowed to be carried out in exceptional cases, when these works cannot be carried out in a fireproof way or carried out in permanent places.
1.6. Hot work should be carried out only in the daytime (with the exception of emergency situations). At night, the place of work should be well lit.
1.7. To perform hot work it is allowed to admit persons who have undergone special professional training and have a qualification certificate, as well as those who have been trained under the fire-technical minimum program:
- for gas-electric welders - when conducting gas electric welding works;
- for workers engaged in fire hazardous work, - when carrying out other types of hot work;
- electric welders must have a qualification group for electrical safety not lower than II.
1.8. To organize the preparation and conduct of work of increased danger, the order for the enterprise appoints:
- persons responsible for issuing a work permit and carrying out admission to the implementation of the RPO;
— persons responsible for preparing the facility for RPR;
— persons responsible for carrying out the RPO (if the RPO is carried out by the personnel production unit).
1.9. Responsibility for approval of the work permit rests with the chief engineer or technical director.
1.10. Work permit - a document drawn up in the prescribed form, which is a permission to conduct RPO, which establishes the nature and content, place of work, start and end time, conditions for safe conduct, etc.
1.11. It is not allowed to appoint one person responsible for the preparation and conduct of hot work.
1.12. When carrying out hot work in gas-hazardous places, the requirements of the Instructions for organizing the safe conduct of gas-hazardous work should be additionally observed.
1.13. The requirements of this Instruction apply to hot work performed by contracting (service) organizations.
2. ISSUING A PERMIT TO CARRY OUT HOT WORKS
2.1. All hot work carried out at temporary sites consists of two stages: preparation of the facility for hot work and direct hot work.
2.2. To carry out all types of hot work in temporary places, including in emergency situations, it is necessary to draw up an admission order in the form specified in Appendix 1 to these Instructions. The work permit is issued in two copies, filled out in compliance with the clarity and clarity of the records.
2.3. The initial execution of the work permit and its annexes, as well as the provision of the work permit for approval and approval, is carried out by the person responsible for issuing the work permit. For the sake of efficiency, it is allowed to provide a work permit for approval and approval to responsible persons using facsimile and electronic communication, followed by the replacement of sheets of the work permit containing original signatures.
2.4. The list of measures for the preparation of the facility and the safe conduct of hot work, the action plan for the preparation and safe conduct of the RPO (hereinafter referred to as the work plan) is prepared by the person responsible for issuing the work permit and admission to the conduct of the RPO, together with the persons responsible for the preparation and conduct RPO.
2.5. The security measures specified in clause 7 of the work permit are developed on the basis of the requirements normative documents regulating safety issues during hot work and preparation of process equipment for repair, taking into account the specific conditions of the work.
2.6. The work plan should include the main activities provided for by regulatory documents, depending on the place and nature of the work, clarifying and supplementing them based on the specific conditions of the work.
2.7. The work plan, which is a mandatory annex to the work permit, indicates the composition, sequence and fire safety modes of technological operations; types of technological equipment with explosion protection markings (for electrical equipment); schemes for the location of plugs (latches), etc., measures are provided to ensure the safety of hot work, indicating the persons responsible for preparing the facility and carrying out the work.
2.8. To carry out repair work on the tank, an act of readiness for repair of the tank with hot work is drawn up in the form specified in Appendix 2 to this Instruction.
2.9. If hot work is carried out by the contractor, the work plan must be approved by the responsible persons on the part of the customer and the contractor.
2.10. In the work permit, an agreement must be drawn up or an entry “not required” is made.
2.11. The person responsible for issuing a work permit and carrying out admission to the RPO is obliged to sign in paragraph 12 of the work permit, to issue against signature in the "Journal of registration of work permits for carrying out work of increased danger" the approved work permit to the person responsible for carrying out preparatory work, and give permission for the implementation of preparatory measures.
2.12. The person responsible for carrying out the preparatory work organizes and controls the execution of work to prepare for the RPO. Operations to prepare the facility for hot work are carried out by the staff of the unit
2.13. After completing the measures provided for in the work permit for the preparation of the facility and verifying the completeness and quality of their implementation, the persons responsible for preparing for the RPO and conducting the RPO put their signatures in clause 11.
2.14. After that, the work permit is returned to the person responsible for issuing the work permit and carrying out admission to the RPO, who, after checking the implementation of the preparatory measures on his part, gives permission to work (permit) and transfers it to the person responsible for the RPO.
2.15. The composition of the team of hot work performers and a mark on the passage of the briefing are entered in clause 9 of the work permit.
2.16. One copy of the work permit remains with the person responsible for conducting the RPO, the second - with the person responsible for issuing the work permit and carrying out admission to the RPO. Accounting for the issuance of work permits is carried out in the "Journal of registration of work permits for carrying out work of increased danger."
2.17. The shelf life of work permits for the performance of hot work is 1 year from the date of completion of the work. The period of storage of the "Journal of registration of permits for work of increased danger" is 5 years from the date of its expiration.
2.18. The work permit is issued separately for each team for each place and type of hot work and is valid for one day's work shift. If these works are not completed on time, and its conditions have not worsened, and the nature of the work has not changed, then the work permit can be extended, but not more than one shift, to the same team with confirmation of the possibility of carrying out work with the signatures of the persons indicated in corresponding paragraph of the work permit.
2.19. If it is necessary to change the type, increase the amount of work and expand the workplace, a new work permit is issued.
2.20. In the work permit, all the details should be filled in in accordance with the interlinear with the decoding of signatures, indicating the position and date. The work permit must be completed legibly and specifically. It is forbidden to make corrections, cross-outs in the work permit, and draw up entries in pencil or photocopy. Entries in both copies must be clear and strictly comply with the established form.
2.21. When issuing a work permit for conducting hot work inside tanks, wells, collectors, etc. it is required to additionally draw up a work permit for carrying out gas hazardous work.
3. PREPARATORY WORK
3.1. Preparatory work includes all types of work related to the preparation of equipment, communications, structures for hot work.
3.2. Preparation of the facility for conducting hot work on it is carried out by the operational personnel of the facility under the guidance of a person appointed by order, responsible for preparing the facility for conducting RPO.
3.3. Responsible for the preparation of the object for hot work is the head of the engineering and technical workers (ITR), who is subordinate to the operational personnel of this object.
3.4. To prepare an object (equipment, communications, etc.) for conducting hot work at temporary sites, the entire range of preparatory work provided for in the relevant rules, instructions, work permit, work plan must be completed.
3.5. The hot work area must be cleared of combustible substances and materials within the radius specified in Table 1.
3.6. tanks, technological pipelines and other technological equipment, where hot work is to be carried out, before the start of hot work, it should be brought into an explosion and fire safe state by:
- exemption from explosive and flammable substances;
- disconnection from existing communications and installation of plugs (with a mandatory entry in the log for installing and removing plugs);
- preliminary cleaning, washing, steaming, ventilation, etc.;
- carrying out continuous monitoring of the air environment at the workplace and in the danger zone near the depressurized equipment. According to the terms of fire and explosion safety, it is prohibited to carry out hot work if the concentration of hydrocarbons in the working area exceeds 50% of the value of the lower concentration limit of flame propagation.
3.7. Before starting hot work on the territory of the tank farm, it is necessary to check the tightness of the covers of the sewage wells, the presence of a layer of sand of at least 10 cm on these covers, the tightness of flange connections, etc., clean the work site from combustible materials within a radius of 20 meters.
3.8. On tanks and pipelines located nearby, cover valves, drain valves, as well as sewage wells and valve assemblies with a fire-resistant fabric (to prevent ignition of oil vapors);
3.9. During the preparation and conduct of hot work, it is necessary to stop technological operations for pumping oil products in neighboring tanks located in the same dike at a distance closer than 40 m from the facility where work is planned or is being carried out
3.10. Before the start of hot work, loading and unloading operations should be stopped and rail tank cars should be removed from the territory of railway racks, and tank cars from the territory of auto racks.
3.11. Before entering the territory of the LPG facility (liquefied hydrocarbon gases), it is necessary to install a road sign prohibiting the entry of vehicles.
3.12. The sites of loading and unloading racks, railway tracks, sites for loading into tankers, loading risers, as well as the surfaces of pipelines, drain chutes and industrial storm sewer drain trays must be completely cleared of oil contamination and accidentally spilled oil products within a radius of 20 meters from the place of hot work.
3.13. Portable trays and rubber hoses impregnated with oil products must be removed from the area where hot work is carried out at a distance of at least 20 m.
3.14. Near the places of hot work with the possibility of sparks and the appearance of scale, combustible structures must be reliably protected from fire by metal or asbestos screens.
3.15. Additionally, before starting work directly on tanks or tanks (both inside and outside tanks or tanks), it is necessary to ensure the degassing of the tank (container) to the content of oil vapors:
- no more than 100 mg/m3 when performing hot work associated with the stay of workers in the tank (container);
- no more than 2000 mg/m3 when performing hot work without the presence of workers inside the tank (container).
3.16. Hot work both inside and outside the tanks is allowed only after taking control air analyzes at the places of work with the issuance of certificates based on the results of the analysis. The reference form is given in Appendix 3.
3.17. Before carrying out hot work in production and storage buildings included in the list of gas hazardous places, you should:
- suspend operations for pumping oil products and reduce the operating pressure in the equipment to a minimum value;
- clean from oil residues and thoroughly rinse with water drain trays, ditches, pipelines and receiving wells up to the junctions with hydraulic gates;
- seal the places of possible release of vapors of petroleum products, i.e. close mounting openings and unsealed holes in the ceilings and walls of the room, etc.;
- take, in accordance with the established procedure, control air analyzes at the place (s) of work with the issuance of a certificate (s) based on the results of the analysis of the established form. If the concentration of hydrocarbons exceeds 100 mg/m3, then take measures to detect and localize the source of hydrocarbon vapors, then ventilate the room and take air samples again for analysis.
3.18. The place of hot work should be provided with primary fire extinguishing means:
- a permanent place for hot work - one powder fire extinguisher with a volume of 10 liters or two powder fire extinguishers with a volume of 5 liters each, a box with sand and a shovel;
- a temporary place for conducting hot work (in addition to the fire extinguishing equipment permanently available at the work site and (or) used to protect the equipment of the site during the preparation of equipment for work) - one powder fire extinguisher with a volume of 10 liters or two powder fire extinguishers with a volume of 5 liters each, flame retardant fabric.
An employee allowed to conduct hot work must be provided with overalls, safety shoes and other PPE (goggles, special shields, hand protection, etc.), in accordance with the established requirements for the type of hot work.
3.19. When performing electric welding work in conditions of increased risk of electric shock (welding in containers), employees are provided with insulating shoes, gloves, as well as insulating mats in accordance with the requirements of the current regulations. state standards.
4. CARRYING OUT HOT WORKS
4.1. Hot work is carried out, as a rule, by the employees of contracting (service) organizations.
4.2. When conducting hot work at temporary places by employees of contracting (service) organizations, the responsible person for the safe performance of work is the responsible work manager appointed by order of the contracting (service) organization.
4.3. The admission to the performance of hot work is carried out by the person responsible for issuing the work permit, who, after checking the implementation of preparatory measures, for his part, gives permission to carry out work (permit) and transfers the work permit to the person responsible for conducting the RPO.
4.4. Before starting work, the person responsible for conducting hot work is obliged to check the implementation of the preparatory work according to the plan for their implementation, instruct all workers on the necessary safety measures, check their ability to use personal protective equipment, knowledge of safe working methods and first aid methods for victims. On the briefing, each performer of the work must sign in clause 9 of the work permit.
4.5. Workers performing hot work have the right to start work only after issuing a work permit and verifying the implementation of all safety measures specified in it, and only at the direction of the head responsible for carrying out these works.
4.6. During hot work at oil depots and gas stations, constant monitoring of the state of gas contamination of the air with vapors of petroleum products at the workplace and in the danger zone (in tanks and indoor pump rooms - at least once per hour, in open ventilated places, in open ventilated premises - at least once every 2 hours).
4.7. At LPG facilities, before and during hot work in the premises, as well as in a 20-meter zone from the workplace on the territory, an analysis of the air environment for the content of LPG should be carried out at least every 10 minutes.
4.8. Hot work must be immediately stopped if, in the course of their performance, the appearance of vapors of oil products or LPG in the workplace or under other conditions that cause fire and explosion hazards are detected.
4.9. The operation of electric and gas welding equipment, equipment using liquid fuel, portable tools for mechanical cutting of materials must be carried out in compliance with the safety requirements established for this equipment and tools.
4.10. When performing electric welding work in explosive and fire hazardous areas of outdoor installations, in addition to the requirements of current regulatory documents, the following rules must be observed:
- a welding generator, a transformer, including equipment (automatic device, knife switch) should not be located in places of possible accumulation of flammable gases and vapors or a spill of flammable liquid, as well as in areas of land saturated with oil and oil products; in the joints of the welding wire, insulated lugs and threaded fasteners must be provided;
- moving welding wires under voltage is prohibited;
- it is forbidden to lay welding wires on metal objects without their reliable insulation.
4.11. It is forbidden to perform welding, cutting, soldering or heating with an open fire of equipment and communications under electrical voltage, filled with flammable or toxic substances, as well as non-flammable liquids, vapors and gases under pressure.
4.12. When carrying out hot work, it is not allowed to accept LPG and refuel vehicles.
4.13. When performing work inside the premises of the LPG facility, posts are set up outside in order to exclude unauthorized persons from accessing the place of work. During work in the premises must operate supply and exhaust ventilation.
4.14. When carrying out hot work, contact and interlacing of electrical wires with cylinders and hoses with compressed, liquefied and dissolved gases is not allowed. The distance between oxygen and propane cylinders must be at least 5 meters.
4.15. Hot work inside the tanks is carried out with fully open gauging and skylights, manholes.
4.16. Before electric welding (cutting) of tanks in which flammable liquids were located, they should be cleaned, washed, dried and subsequently checked to confirm that the concentration of oil vapors complies with sanitary standards.
4.17. Combination of hot work inside tanks with other types of repair work is prohibited.
4.18. When working inside the tanks, specially instructed observers (at least two) should be outside to provide, if necessary, emergency assistance to the workers. At the place of such work, it is necessary to have a hose gas mask in a complete set.
4.19. In a fire and explosion hazardous room, hot work is allowed only with continuous ventilation. All doors connecting these rooms with other rooms must be tightly closed.
4.20. It is forbidden to carry out welding work from ladders and use faulty tools and ungrounded welding equipment during work.
4.21. When carrying out hot work, it is prohibited to use overalls with traces of oil, gasoline, kerosene and other combustible liquids. It is forbidden to perform welding and gas cutting without overalls, goggles, special protective equipment.
4.22. Hot work must be stopped upon detection of deviations from the requirements of this Instruction, non-compliance with the safety measures provided for in the work permit, as well as the occurrence of a dangerous situation.
4.23. Upon completion of hot work, cylinders with combustible gases and oxygen are removed from the work site to permanent storage sites. The place of work is inspected, combustible structures are watered, measures are taken to exclude the possibility of a fire.
4.24. Control of the places of temporary hot work should be carried out within 3 hours after their completion.

This Standard Instruction establishes the basic requirements for the organization of the safe conduct of hot work at explosive and fire hazardous production facilities (enterprises, workshops, sites, sites).

STANDARD INSTRUCTIONS
ON THE ORGANIZATION OF SAFE CARRYING OUT OF HOT WORKS
ON EXPLOSIVE AND EXPLOSIVE OBJECTS
1. GENERAL REQUIREMENTS
1.1. This Standard Instruction establishes the basic requirements for organizing the safe conduct of hot work at explosive and fire hazardous facilities (manufacturing, workshops, departments, installations, warehouses, etc.) controlled by the Gosgortekhnadzor of Russia *, enterprises, organizations of all organizational and legal forms and forms of ownership regardless of their departmental affiliation.

1.2. With the entry into force of this Model Instruction, the previously existing Standard instructions for organizing the safe conduct of hot work at explosive and fire-explosive objects, approved by the USSR Gosgortekhnadzor on 05/07/74, is not applied on the territory of the Russian Federation.
1.3. Responsibility for the development and implementation of measures to ensure safety during hot work at enterprises rests with the heads of enterprises, as well as with persons duly appointed responsible for ensuring fire safety.
1.4. Hot work includes production operations associated with the use of open fire, sparking and heating to a temperature that can cause ignition of materials and structures (electric welding, gas welding, gas-kerosene cutting, soldering, mechanical processing of metal with the formation of sparks, etc.).
1.5. Hot work at existing explosive and fire-explosive facilities is allowed in exceptional cases when these works cannot be carried out in permanent places specially designated for this purpose.
1.6. Hot work at explosive and explosive objects should be carried out only in the daytime (with the exception of emergency cases).
1.7. On the basis of this Model Instruction and taking into account the requirements of the Fire Safety Rules in the Russian Federation (PPB 01-93) * approved by the Main Directorate of the State Fire Service of the Ministry of Internal Affairs of Russia on 10/16/93, the enterprises should develop instructions for the safe conduct of hot work, taking into account the specifics of production and local conditions. These instructions must not contradict this Model Instruction, and their requirements must not be lower than those established by this Model Instruction.

1.8. The requirements of this Standard Instruction apply both to work performed by the enterprise's divisions and to work performed by third parties.
1.9. Persons (electric welder, gas welder, gas cutter, gas cutter, solderer, etc.) who have undergone special training and have a qualification certificate and fire safety coupon are allowed to carry out hot work.
1.10. Hot work is divided into two stages: preparatory and main, i.e. stage of direct hot work.
1.11. Hot work can only be carried out if there is a work permit signed by the head of the department where hot work is performed and approved by the technical manager of the enterprise (chief engineer) or his deputy for production or head of production.
In emergency cases, a work permit for conducting hot work may be issued by the head of the unit where hot work is to be performed, or by a person replacing him. In this case, hot work is carried out under the direct supervision of the person who issued the work permit, with the obligatory notification of the technical manager (chief engineer) of the enterprise.
2. PERMIT TO CARRY OUT HOT WORK
2.1. To carry out hot work, including in emergency cases, a work permit must be issued in writing according to the attached form.
2.2. The head of the unit where hot work is carried out, or a person replacing him, appoints persons responsible for the preparation and conduct of hot work, and also determines the scope and content of the preparatory work, the sequence of their implementation, safety measures during hot work, the procedure for controlling the air environment and means of protection, which is confirmed by his signature in the work permit.
2.3. The work permit is drawn up in two copies and handed over to the persons responsible for the preparation and conduct of hot work to carry out the activities specified in it.
2.4. After completing all the activities provided for in the work permit, the persons responsible for the preparation and conduct of hot work put their signatures respectively in the work permit, after which the head of the unit where hot work is carried out, or the person replacing him, checks the completeness of the implementation of the measures , coordinates with the fire service (if necessary, with other services of the enterprise), signs the work permit and submits it for approval to the technical manager (chief engineer) of the enterprise or his deputy for production or production manager.
2.5. The composition of the team of hot work performers and the mark of the briefing are entered in the work permit.
2.6. The work permit is agreed with the fire service of the enterprise in terms of ensuring fire safety measures and the availability of primary fire extinguishing equipment at the site of hot work.
2.7. The procedure for coordinating the work permit with the safety engineering service and other services of the enterprise (GSS, energy, etc.), as well as with the heads of an interconnected workshop, section (depending on the type of work), if necessary, is determined by the instructions developed at the enterprise. In the work permit, an agreement must be drawn up or an entry “not required” is made.
2.8. One copy of the work permit remains with the person responsible for carrying out hot work, the other is handed over to those responsible for the preparation of hot work of the fire service of the enterprise, which is recorded in the journal.
If the enterprise does not have a fire service, the manager who approved the work permit for conducting hot work must allocate a responsible person from among the specialists of the enterprise to verify the implementation of measures to ensure fire safety during hot work. In this case, the work permit is registered in the journal and kept by the above person.
2.9. Contractors may start performing hot work only with the permission of the person responsible for hot work.
2.10. The work permit is issued separately for each type of hot work and is valid for one day shift. If these works are not completed within the established period, then the work permit may be extended by the head of the unit where hot work is carried out, or by the person replacing him, but not more than for one shift.
2.11. When carrying out major repairs and works on the reconstruction of workshops with a complete stop of production, the work permit is issued for the period provided for by the schedule of major repairs and reconstruction works.
2.12. When hot work is performed by the repair shops of the enterprise or third-party organizations, a work permit for hot work must also be issued in accordance with this Standard Instruction.
2.13. When issuing a work permit for conducting hot work inside tanks, apparatuses, wells, collectors, trenches, etc. all safety measures provided for in this Model Instruction must be taken into account and Standard instructions for organizing the safe conduct of gas hazardous work, approved by the USSR Gosgortekhnadzor on February 20, 1985.
3. PREPARATORY WORK
3.1. Preparatory work includes all types of work related to the preparation of equipment, communications, structures for hot work.
3.2. Preparation of the facility for conducting hot work on it is carried out by the operational personnel of the workshop under the guidance of a specially designated responsible person, including when work is performed at the facility by a third-party organization.
3.3. Responsible for the implementation of preparatory work can be assigned only to specialists of this facility. The list of officials responsible for the implementation of the preparatory work must be determined by the instructions of the enterprise, organization.
3.4. When preparing for hot work, the head of the structural unit where hot work is carried out, or the person replacing him, together with those responsible for the preparation and conduct of these works, determines the danger zone, the boundaries of which are clearly marked with warning signs and inscriptions.
3.5. Places for welding, cutting, heating, etc. marked with chalk, paint, a tag or other clearly visible identification marks.
3.6. Devices, machines, containers, pipelines and other equipment on which hot work will be carried out must be stopped, freed from explosive, explosive, fire hazardous and toxic products, disconnected with plugs from operating devices and communications (which should be recorded in the installation log and removing plugs) and prepared for hot work in accordance with the requirements of the Fire Safety Rules in the Russian Federation (PPB 01-93), industry safety rules and instructions for preparing equipment for repair work. Starting equipment designed to turn on machines and mechanisms must be de-energized, and measures taken to prevent sudden start-up of machines and mechanisms.
3.7. Sites, metal structures, structural elements of buildings located in the hot work area must be cleared of explosive, explosive and fire hazardous products (dust, tar, flammable liquids and materials, etc.).
Drain funnels, outlets from trays and other devices associated with sewage, which may contain flammable gases and vapors, must be blocked. At the place of hot work, measures must be taken to prevent the spread of sparks.
3.8. The place of hot work must be provided with the necessary primary fire extinguishing equipment (fire extinguisher, box with sand and a shovel, etc.).
4. CARRYING OUT HOT WORKS
4.1. To carry out hot work, a responsible person should be appointed from among the engineering and technical workers of the workshop who are not currently engaged in the conduct of the technological process and who know the rules for the safe conduct of hot work at explosive and fire-explosive objects.
4.2. Hot work is allowed to start in the absence of explosive and explosive substances in the air or their presence is not higher than the maximum permissible concentration according to current sanitary standards.
4.4. In the event of an increase in the content of explosive and flammable substances in the hazardous area, inside the apparatus or pipeline, hot work must be immediately stopped and resumed only after the causes of gas pollution have been identified and eliminated and the normal air environment has been restored.
4.5. During the hot work, the technological personnel of the shop must take measures to exclude the possibility of the release of explosive, explosive and flammable substances into the air.
It is forbidden to open hatches and covers of apparatuses, unload, reload and drain products, load through open hatches, as well as other operations that can lead to fires and explosions due to gas contamination and dustiness of places where hot work is carried out.
4.6. Before the start of hot work, the person responsible for hot work conducts a briefing with the performers on compliance with safety measures when performing hot work at this facility. The briefing is recorded in the work permit by the signatures of the performers and the person responsible for conducting hot work.
4.7. The admission to the performance of hot work is carried out by the person responsible for conducting hot work, after acceptance of the equipment from the person responsible for preparing for hot work, and in a satisfactory condition of the air environment in accordance with the requirements.
4.8. Hot work must be immediately stopped upon detection of deviations from the requirements of this Standard Instruction, non-compliance with the safety measures provided for by the work permit, as well as in the event of a dangerous situation.
5. DUTIES AND RESPONSIBILITIES OF MANAGERS AND PERFORMERS
5.1. The responsible person who approved the work permit for conducting hot work is obliged to organize the implementation of activities in accordance with this Standard Instruction.
5.2. The head of the structural unit where hot work is carried out, or the person replacing him, is obliged:
develop measures for the safe conduct of hot work and ensure their implementation;
appoint persons responsible for the preparation and conduct of hot work from among engineering and technical workers who know the conditions for the preparation and the rules for conducting hot work at explosive and fire-explosive objects;
before starting hot work, check the implementation of the developed measures provided for by the work permit;
during the period of hot work, ensure control over compliance with the requirements of this Standard Instruction;
organize control over the state of the air environment at the site of hot work and in the danger zone and establish the frequency of air sampling;
ensure coordination of the work permit for conducting hot work with the fire service and, if necessary, with other services of the enterprise and the heads of the interconnected workshop, section.
5.3. The person responsible for the preparation of equipment and communications for hot work is obliged to:
organize the implementation of the activities specified in the work permit;
check the completeness and quality of the implementation of the measures provided for by the work permit;
ensure timely analysis of the air environment at the site of hot work and in the danger zone;
notify the head of an adjacent (technologically connected) unit about the time of conducting hot work, about disconnecting communication lines, etc.
5.4. The person responsible for carrying out hot work is obliged to:
organize the implementation of measures for the safe conduct of hot work;
to instruct the performers of hot work, provided for in the work permit;
check the availability of qualification certificates and fire safety coupons for hot work performers (welders, cutters), serviceability and completeness of the tools and means for their implementation, as well as the availability and compliance of overalls, safety shoes, protective shields with the conditions of work;
provide the place of hot work with primary fire extinguishing equipment, and performers with additional personal protective equipment (gas masks, life belts, ropes, etc.) and control their correct use;
be at the site of hot work, supervise the work of performers;
know the state of the air environment at the place of hot work and, if necessary, stop them;
when hot work is resumed after a break, check the condition of the site and equipment; allow work to be carried out only after receiving a satisfactory analysis of the air in the room and apparatus;
after the completion of hot work, check the place of their conduct for the absence of possible sources of fire.
5.5. The shift supervisor (shift leader) must:
notify the shift personnel about the conduct of hot work at the facility;
ensure that the technological process is carried out in such a way that the possibility of a fire, explosion and injury to workers during hot work is excluded;
record in the log of the acceptance and delivery of shifts on the conduct of hot work at the facility;
upon completion of hot work, together with the person responsible for carrying out hot work, check the place where hot work was carried out in order to exclude the possibility of fire and ensure that the shift personnel observe the place of the most probable fire source for 3 hours.
5.6. Hot work performers are required to:
have a qualification certificate and a fire safety ticket with you;
receive instructions on the safe conduct of hot work and sign the work permit, and the performers of the contracting (third-party) organization - additionally receive safety instructions when conducting hot work in this workshop;
get acquainted with the scope of work at the site of the upcoming hot work;
start hot work only at the direction of the person responsible for hot work;
perform only the work specified in the work permit;
comply with the security measures provided for in the work permit;
use the correct tool for the job;
work in overalls and safety shoes;
be able to use protective equipment and, if necessary, apply them in a timely manner;
be able to use fire extinguishing equipment and, in the event of a fire, immediately take measures to call the fire department and proceed to eliminate the fire;
after completion of hot work, carefully inspect the place where they are carried out and eliminate the identified violations that can lead to a fire, injuries and accidents;
stop hot work in the event of a dangerous situation.
The person who approved the work permit for conducting hot work, the head of the structural unit where hot work is performed, or the person replacing him, the shift supervisor, the persons responsible for the preparation and conduct of hot work, performers are liable for failure to fulfill their duties in accordance with with current legislation.

Part 3
Carrying out fire work.
3.1. The admission to conduct hot work is carried out by the person responsible for carrying out hot work, after acceptance of the equipment and the place of work, with positive results of the state of the air environment and the permission of the head of the unit.
3.2. Work must be carried out in strict accordance with the requirements of this manual, incl. applications 1-5 by types of hot work (gas welding, electric welding, petrol-cutting, soldering, etc.).
3.3. The place of hot work must be provided with fire extinguishing equipment specified in the work permit.
3.4. During hot work, the technological personnel of the unit must take measures to exclude the possibility of release of explosive and toxic substances into the air.
It is forbidden to open hatches and covers of apparatuses, reload and drain products, load through open hatches and other operations that can lead to gas pollution, spills of flammable liquids and dustiness of places where hot work is carried out.
3.5. During the period of axial work, control over the state of the air environment should be organized:
- periodically, if it is provided for by the work permit;
- after the establishment of breaks in work;
- when signs of gas contamination, dustiness appear at the site of hot work.
3.6. When carrying out hot work, the performers and the person in charge must use eye protection from light radiation.
3.7. Hot work must be immediately stopped upon detection of deviations from the requirements of this instruction, non-compliance with the safety measures provided for by the work permit and special requirements for types of hot work, a dangerous situation arises, but at the request of the company's control services, supervisory authorities.
3.8. It is prohibited to carry out hot work:
- in case of faulty means of work;
- on freshly painted surfaces of equipment, structures;
- on devices, communications filled with combustible and toxic substances under pressure or under electrical voltage;
- in the absence of fire extinguishing equipment at the venue.
3.9. During hot work it is prohibited:
- Carrying out painting works;
- carry out technological operations with depressurization of equipment containing explosive and toxic substances;
- performance of operations for draining and filling flammable liquids in tanks located in one dike;
- carrying out other activities that can lead to explosions and fires due to gas contamination or dustiness of places where hot work is carried out.
3.10. At the end of hot work, the person responsible for carrying out the work signs in clause 15 of the work permit and hands it over to the shift supervisor (shift, installation, department head) or the head of the unit for acceptance of the equipment. The person who accepted the equipment after the hot work signs in paragraph 15 of the work permit and within three hours ensures monitoring of the place where the hot work was carried out.
The work permit and the order for preparatory work must be kept in the unit for at least one month.
3.11. If hot work is not completed within one shift, the work permit, under unchanged conditions for the production of work, is extended by the head of the unit and the person responsible for carrying out hot work for each subsequent shift, which is recorded in clause 13 of the work permit. The fire brigade, labor protection and safety service are notified about the extension of the work permit.
3.12. In the event of a change in the composition of the team of work performers, clause 14 of the work permit is issued. With the executors introduced into the brigade, current briefing is carried out on safety measures during hot work.
Additional safety measures during hot work and closed containers:
4.1. Hot work in closed containers is allowed to be carried out only with a work permit.
4.2. Before starting work, the container must be cooled to a temperature not exceeding 40 degrees Celsius.
4.3. In closed containers, before carrying out work, it is necessary to ensure that the oxygen content is not lower than 18 and not higher than 23 percent.
4.4. Before starting work, the analysis of the air environment is carried out:
- at a vapor density above 0.8 of the air density, in the lower zone (part) of the container at a height of 10-30 cm from the bottom;
- at a vapor density of 0.8 and below the air density in the upper zone;
- within a radius of 5 m outside the tank.
4.5. All communications brought to the tank must be blocked by fittings and muffled.
4.6. Hot work in containers is allowed to be carried out with open hatches, covers and constant ventilation.
4.7. Only welders with a certificate for the right to weld vessels are allowed to carry out hot work on the repair of pressure vessels.
4.8. The tank must be securely grounded prior to the commencement of hot work.
4.9. Welding equipment must be equipped with devices for automatic shutdown of idling in the event of an arc break.
4.10. The handle of the electric holder must be made of a dielectric and heat-resistant material. Portable wires supplying current to the welding site must be carefully insulated, without twists, in the design provided for difficult conditions works.
4.11. Inside the container, the electric welder must work in appropriate protective equipment (in dielectric gloves, galoshes, an insulating helmet, in armrests and knee pads, on a dielectric rug).
4.12. Over overalls, a safety belt of a webbing type with an attached signal and rescue rope of at least 10 m in length must be worn, the free end of which is securely fastened on the outside. The knots on the rope are located at a distance of 0.5 m from one another. Belt, rope must be tested.
4.13. For the descent of the work performers into the tank and the rise from it, ladders that comply with the requirements of the rules are used. Checking the serviceability, stability and reliability of fixing the ladder in place is carried out by those responsible for the work.
4.14. Workers descending into or rising from the container should not hold any objects in their hands. All tools and materials necessary for work are lowered into a container in a bag or other container separately, after the workers descend. The safety of the descent method is determined in the work permit.
4.15. One person is allowed to work in the tank. If, according to the working conditions, it is necessary that two or more people be in the tank at the same time, additional security measures should be developed, which should be set out in the work permit.
4.16. Each person working inside the tank is constantly monitored by a personal understudy, which must be provided with appropriate overalls, rescue equipment, personal respiratory protection equipment. All protective equipment for performers and understudies must be listed in the work permit.
4.17. When working inside the tank of two or more people, the rescue ropes are located in diametrically opposite directions. The sequence of evacuation of people from the tank in the event of a sudden occurrence of danger should be provided in advance.
