Procedure passing the exam usually takes place on school grounds. In official documents, they are called PES - examination points. The addresses of educational institutions where the exam is to be taken are indicated in the passes for the exam (eleventh-graders receive them at their schools, graduates of previous years - at the education departments where they applied for the exams). At the same time, the addresses can be different: several schools can be allocated for compulsory exams and the most popular elective subjects in a district or city, and only one for “rare” subjects such as geography.
In each of the PES, graduates of several educational institutions at once. Moreover, eleventh-graders usually do not take the exam in their "alma mater" - they are sent to other schools. This is done so that all dealers are in different conditions. However, usually schoolchildren have the opportunity to get acquainted with the premises where they will take the exam: graduates usually write rehearsal exams in those schools to which they are “attached”.
For the duration of the exam, all lessons, circle classes, etc. in schools involved under PES: only the examiners and their accompanying persons, as well as the organizers of the exam, are in the building.
The order of passage to the point of delivery of the exam and the list of permitted subjects
On the day of the exam, the schools where the USE takes place open their doors one hour before the start of the exams - at 9.00 local time. Graduates of previous years come to PES on their own, eleventh graders usually first gather at their school and go to the exam centrally, accompanied by a class teacher or subject teacher.
Only USE participants and accompanying persons are allowed to the examination point - after the presentation of documents (passports, passes for the exam). In addition, inside the PES, the examinees are registered - they are noted in the list of arrivals and given the number of the audience and place. The distribution of participants into rooms and desks (each of which is marked with a special code) is carried out by the organizers in advance, in an automated mode, and it is impossible to “swap places” with anyone on the day of the exam.
Prior to the start of the exam, participants hand over their personal belongings, smartphones and other gadgets to a cloakroom or specially organized storage points, leaving with them only what is needed to pass the exam.
The list of things you can take with you to the exam includes:
- passport (check that there are no extraneous papers under the flaps of the cover),
- pens (the recommended option is two black gel pens, but you can take more);
- ruler - at exams in mathematics, physics, geography;
- non-programmable - at the Unified State Examination in physics, chemistry, geography;
- protractor - on geography;
- food and medicines - if necessary.
Please note that the invitation to the exam is not included in the list of permitted items - it must be submitted together with the things.
Before entering the part of the school where the actual exam takes place, participants are checked with a metal detector to make sure that they do not carry prohibited technical devices. Inspection often unnerves schoolchildren - they consider it humiliating. However, it is worth taking it easier - in the end, before air travel, for example, passengers undergo much more stringent screening, and pass through the frames at the stations, inspect bags at the entrance to large public events etc. have already become the norm.
To reduce nervousness, you can make sure that the check goes “like clockwork” in advance:
- do not wear large jewelry,
- choose clothes without metal accessories,
- Avoid bulky clothes with lots of pockets
- before going through the metal detector, check if you have any extra things with you,
- if you wear a mechanical or quartz watch, it is not necessary to hand it in, but it is better to take it off and hold it in your hand before the inspection, along with permitted items. Electronic clocks are best left at home.
After the screening, the participants are escorted to the offices where they have to take the exam and take their places in accordance with the seating arrangement. On the door of each office should be a list of examinees "assigned" to this audience. Another copy of the list is held by the exam organizers responsible for this audience. In it they mark all the arrivals. At this stage, you will have to show your passport again - the organizers must make sure that each participant in the exam is exactly the one he claims to be.
The USE rules do not prohibit taking water or food with you to the exam (with the proviso that they should not be pungent or in rustling wrappers), however, in practice, exam participants are usually asked to leave everything except passport pens on a table at the entrance to the classroom. In order to have a drink or a snack, it will be possible to leave the classroom.
How is the passing of the exam in the classrooms: the procedure for briefing and filling out forms
The exam starts at 10:00 local time. At this point, all participants should take their places. Latecomers may be admitted to the classroom, but there will be no re-briefing for them. During the exams, only participants of the exam, organizers and public observers are in the audience.
The exam begins with the fact that the organizers announce a brief "introductory" information about the rules for passing the exam. Do not be surprised that the text is read from a piece of paper - this is a mandatory requirement, because the text of the appeal is approved at the level of the Ministry of Education, and all important information must be conveyed word for word, without distortion or additions. Reading an appeal usually takes a couple of minutes.
After that, the organizers begin to distribute materials. If the CMM options are printed out right in the audience, the sealed package with the options is first opened, then they are printed and laid out by the organizers, after that they are distributed to the participants. If the control and measuring materials arrive at the PES already printed, they are in a sealed envelope, which is also opened in front of everyone. Individual sets of participants in this case must also be sealed - they are opened by the participants themselves.
After the kits are distributed, the participants of the exam, under the guidance of the organizers:
- check the completeness of the package (it should not contain extra or missing forms),
- check barcodes on forms and envelopes,
- check the absence of printing defects in KIMs and forms,
- fill out the forms as instructed.
All these procedures usually take about 15-20 minutes, if the printing of forms is carried out in the classroom - about half an hour. This time is not included in the "examination" - the start date of the exam is the moment when all the forms are filled out.
What can you use during the exam
As already mentioned, a USE participant enters the examination room with a passport and pens, and for exams in mathematics, physics, chemistry and geography, additional items from the list of permitted ones. Everything else is given to the participants by the organizers.
The individual set of the USE participant for all written exams includes:
- texts of the KIM variant,
- registration form,
- answer form No. 1 - for tasks with short answers,
- answer form No. 2 for tasks with detailed answers (except for the exam in mathematics basic level).
In addition, the organizers give all participants sheets for drafts with the stamp of the school on the basis of which the exam is being held.
Also, at some exams, participants are given additional reference materials: At the Unified State Examination in mathematics and physics, these can be applications to KIMs, including reference information necessary for solving specific problems. Participants of the chemistry exam are provided with:
Mendeleev,- electrochemical series of voltages of metals,
- table of solubility in water of acids, salts and bases.
There are no additional allowances for the USE in other subjects.
Rules for writing the exam: what is prohibited and what is allowed
The duration of the exam in various subjects varies and ranges from 3 hours (180 minutes) to 3 hours 55 minutes (235 minutes). The starting point is the end of the briefing. This time is written on the blackboard, as well as the time when the exam ends. You can keep track of the time, which should hang in each examination room. In addition, the organizers are obliged to remind the participants of the time twice: 30 and 5 minutes before the deadline.
During this time, participants must remain in their places, observe silence, not contact each other and not pass any objects to neighbors - this is prohibited by the rules of the exam. At the same time, the organizers do not have the right to give any explanations on the text of the tasks or to communicate individually with any of the examinees. They only ensure the conduct of the exam from an organizational and technical point of view, monitor the correct filling of forms and advise on procedural issues.
For draft entries, the paper provided by the organizers is used, you can also make any notes, notes and underlining in KIMs and use their reverse side for calculations. But it is impossible to rewrite the wording of tasks from KIM to a draft - this is considered a violation.
During the exam, participants can leave the audience with the permission of the organizers, however, all examination materials and the notes you have made must remain in the classroom, it is strictly forbidden to take them out. Participants are accompanied by the organizers of the exam along the PES corridors (several people are specially on duty in the corridors). Without supervision, the participants remain only in the toilet rooms - to control what the graduate is doing in the booths, the inspectors have no right (as well as to limit the time spent there).
If the USE participant violates the rules of conduct, refuses to obey the organizers, is “caught” using a cheat sheet, cell phone or other prohibited technical means, he can be removed from the exam without the right to retake. Moreover, he will not receive points for tasks already completed - the work of violators is not checked.
If the examiner is not feeling well during the exam, he has the right to interrupt the exam by informing the organizers about his state of health. In this case, he is escorted to the medical room, where a doctor is on duty, ready to provide urgent assistance. After the fact of the disease is recorded, an act is drawn up on the early completion of the exam - and the sick person has the right to retake the exam on reserve days.
Ready-made solutions are entered into the examination forms with a black gel pen - so that after scanning everything written is clearly distinguishable. KIMs and drafts are not scanned and not checked - therefore, it is necessary to have time to transfer all decisions to the forms. If there is not enough space on form No. 2 (for detailed answers), the participants turn to the organizers with a request to issue an additional form. It is provided only when the issued form is completely filled out on both sides.
If the work is completed and checked ahead of schedule, the USE participant submits all materials to the organizers and can go home without waiting for the deadline. Early acceptance of papers ends 5 minutes before "time H", at the time of the last announcement of the imminent end of the exam.
After the time has elapsed, the examinees must put down their pens (even if the work is not finished yet). Next, they should: fold the sheets with control and measuring materials into an envelope, and forms and drafts - on the edge of the table.
The organizers of the exam in front of the participants must collect papers, cross out the remaining empty spaces on forms No. 2, fill out the exam protocol and pack the forms in special returnable bags - and seal them.
After that, the end of the exam is announced aloud - and the protocol is read out. On this, the procedure for conducting the exam is considered completed, the organizers hand over the examination materials to the headquarters, and the participants can only wait for the test results.
Information for USE participants and their parents (legal representatives)
1. In order to ensure security, ensure order and prevent violations of the procedure for conducting the Unified State Examination, examination points (EPS) are equipped with stationary and (or) portable metal detectors; PES and PES audiences are equipped with video surveillance equipment; by decision of the state examination commission of the subject Russian Federation(HEC) PES are equipped with mobile communication signal suppression systems.
2. The exam in all academic subjects starts at 10.00 local time. On the day of the exam, the USE participant must arrive at the PES at least 45 minutes before it starts. The entrance of USE participants to the PES starts at 09.00 local time.
3 . The admission of USE participants to the PES is carried out if they have documents proving their identity, and if they are on the distribution lists in this PES.
If the USE participant is late for the exam, he is allowed to take the USE in the prescribed manner, while the end of the exam is not extended, which is reported to the USE participant.
Repeated general briefing for late USE participants is not carried out. The organizers provide the necessary information to fill in the registration fields of the USE forms.
The specified USE participant can be admitted again to participate in the Unified State Examination in this academic subject at an additional time only by decision of the Chairman of the SEC.
If, for objective reasons, the student does not have an identity document, he is admitted to the PES after a written confirmation of his identity by the accompanying person from the educational organization.
In the absence of an identity document for a graduate of previous years studying in educational programs of secondary vocational education, as well as a student receiving secondary general education in foreign educational organizations, he is not allowed in the PES. The specified participants of the USE can be allowed to participate again in the USE in this academic subject at an additional time only by decision of the chairman of the SEC.
4 .On the day of the exam (from the moment of entering the PES and until the end of the exam) in the PES, USE participants are prohibited from carrying a notice of registration for exams (you must leave it in the place for storing personal belongings, which is organized before entering the PES, or give accompanying from the educational organization), means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information, take written notes and other means of storing and transmitting information from the classrooms, from the PES and classrooms It is forbidden for the PES to take out examination materials, including KIM and drafts on paper or electronic media, to photograph examination materials.

It is recommended that you bring only the necessary items with you to the exam. USE participants are required to leave other personal belongings in a specially allocated building (complex of buildings) where the PES is located, before entering the PES, a place (room) for storing personal belongings of USE participants. The specified place for personal belongings of USE participants is organized up to the established frame of a stationary metal detector or to the place where authorized persons work using a portable metal detector.
5. USE participants take jobs in the classroom in accordance with the distribution lists. Changing the workplace is prohibited.
6. During the exam, USE participants are prohibited from communicating with each other, moving freely around the audience and PES, and leaving the audience without the permission of the organizer.
When leaving the classroom during the exam, the USE participant must leave the examination materials, drafts and writing materials on the desktop.
7. USE participants who have violated the specified requirements or other violations of the Procedure for conducting the state final certification (GIA) are removed from the exam. On this fact, the persons responsible for conducting the exam in the PES draw up an act, which is submitted for consideration to the chairman of the SEC. If the fact of violation by the USE participant of the procedure for conducting the GIA is confirmed, the chairman of the SEC decides to cancel the results of the USE participant in the corresponding academic subject.
8. Examination work is done with a gel, capillary pen with black ink. Examination papers made by other writing instruments are not processed or checked.
9. When performing work, the USE participant can use drafts with the stamp of the educational organization on the basis of which the PES is organized, and make notes in KIM (in the case of the USE in foreign languages with the "Speaking" section included, drafts are not issued).
Attention! Drafts and KIMs are not checked and entries in them are not taken into account during processing.
10. An USE participant who, for health reasons or other objective reasons, cannot complete the examination work, has the right to pass the examination materials ahead of schedule and leave the audience. In this case, the USE participant, accompanied by the organizer, goes to the medical office. If the health worker confirms the deterioration in the health status of the USE participant and with the consent of the USE participant to complete the exam ahead of schedule, an Act on the early completion of the exam for objective reasons is drawn up. The organizer puts a corresponding mark in the registration form for the USE participant and in the form 05-02 “Protocol of the USE in the classroom”. In the future, the USE participant, by decision of the chairman of the SEC, will be able to take the exam in this subject at an additional time.
11. USE participants who completed the examination work ahead of schedule may leave the PES. The organizers accept all examination materials from them.
12. The results of examinations for each academic subject are approved, changed and (or) canceled by the chairman of the SEC. Change of results is possible in case of rechecking examination papers. Additional information about the verification will be provided. Cancellation of the results is possible in case of violations of the Procedure for conducting the GIA. If the violation was committed by a participant in the exam.
13. The results of the State Examination are considered satisfactory if the participant of the State Examination in compulsory academic subjects (with the exception of the Unified State Examination in mathematics at the basic level) scored at least the minimum number of points determined by Rosobrnadzor, and when passing the Unified State Examination in mathematics at the basic level received a mark not lower than satisfactory (three points ).
14. The results of the USE within one working day are approved by the chairman of the SEC. After approval, the USE results are transferred within one working day to educational organizations, as well as local governments that manage education, for subsequent familiarization of USE participants with the USE results they have received.
Familiarization of the USE participants with the results of the USE approved by the chairman of the SEC in the academic subject is carried out within one working day of the day from the date of their transfer to educational organizations, as well as local governments that manage in the field of education. This day is considered the official day of the announcement of the results.
15. If the student received unsatisfactory results in one of the compulsory subjects (Russian language or mathematics), he is allowed to repeat the GIA in this subject in the current year in additional terms (no more than once).
Students and graduates of previous years who have received an unsatisfactory result in elective subjects are given the right to pass the GIA in the relevant academic subjects no earlier than a year later in the terms and forms established by the Procedure.
16. Students who have not passed the GIA or who have received unsatisfactory results at the GIA in more than one compulsory academic subject, or who have repeatedly received an unsatisfactory result in one of these subjects at the GIA in an additional period, are given the right to pass the GIA in the relevant academic subjects no earlier than September 1 of the current year in the terms and in the forms established by the Procedure. To pass the repeated GIA, students are restored in the organization that carries out educational activities, for the period required to pass the GIA.
17. The results of the Unified State Examination for admission to undergraduate and specialist programs are valid for four years following the year in which such results were obtained.
18. The USE participant has the right to file an appeal about a violation of the established Procedure for conducting the GIA and (or) disagreement with the points given to the conflict commission.
The conflict commission does not consider appeals on the content and structure of assignments in academic subjects, as well as on issues related to the evaluation of the results of completing assignments for an examination paper with a short answer, violation by students, graduates of previous years of the requirements of this Procedure and incorrect execution of the examination paper.
19. An appeal about a violation of the established Procedure for conducting the GIA is submitted by the USE participant on the day of the exam to the SEC member, without leaving the PES.
20. An appeal for disagreement with the points assigned is submitted within two working days after the official day of the announcement of the results of the exam in the relevant academic subject. Students file an appeal for disagreement with the points assigned to educational organization, which they were admitted to the State Examination, graduates of previous years - to the places where they were registered for the exam, as well as to other places determined by the executive authority of the subject of the Russian Federation, carrying out public administration in the field of education (hereinafter - OIV).
21. USE participants are informed in advance about the time, place and procedure for considering appeals.
A student, a graduate of previous years and (or) his parents (legal representatives), if desired, are present during the consideration of the appeal.
22. When considering an appeal about a violation of the established Procedure for conducting a GIA, the conflict commission considers the appeal and the conclusion on the results of the audit and makes one of the following decisions:
to dismiss the appeal;
on the appeal.
If the appeal is satisfied, the USE result, according to which the USE participant filed an appeal, is canceled and the USE participant is given the opportunity to take the exam in the subject on another day, provided unified timetable conducting the exam.
23. When establishing the facts of violation of the established procedure for conducting the exam, which could lead to a distortion of the exam results of all USE participants, the chairman of the SEC decides to annul the USE results in the corresponding academic subject of all USE participants and on admission to exams in additional terms of USE participants who are not involved to the facts of violations.
24. When considering an appeal about disagreement with the points given, the conflict commission requests printed images of the examination paper, electronic media containing files with digital audio recordings of the oral answers of the USE participants, copies of the protocols for checking the examination work by the subject commission and KIM of the USE participants who filed an appeal.
The specified materials are presented to the participants of the exam (if it is present during the consideration of the appeal).
Prior to the meeting of the conflict commission to consider the appeal of disagreement with the points given, the conflict commission establishes the correctness of the assessment of the examination work of the student, graduate of previous years who filed the appeal. To do this, experts of the subject commission in the relevant academic subject are involved in the consideration of the appeal. If the experts do not give an unequivocal answer about the correctness of the assessment of the examination paper, the conflict committee applies to the Commission for the development of KIM for the relevant academic subject with a request for clarification on the assessment criteria. Based on the results of the consideration of the appeal of disagreement with the scores, the conflict committee decides to reject the appeal and keep the scores (no technical errors and errors in the assessment of the examination paper) or to satisfy the appeal and change the scores (the presence of technical errors and (or) errors in the assessment of the examination paper) . Points can be changed both upwards and downwards.
25. Appeals about violation of the established procedure for conducting the State Examination and (or) disagreement with the points assigned may be withdrawn by the participants of the State Examination on their own will. To do this, the GIA participant writes a statement about the withdrawal of the appeal filed by him. Students submit a corresponding application in writing to the educational organizations by which they were admitted in the prescribed manner to the GIA, graduates of previous years - to the conflict commission or to other places determined by the OIV.
In the absence of a statement of withdrawal, an appeal filed, and the non-attendance of the GIA participant at a meeting of the conflict commission at which the appeal is considered, the conflict commission considers his appeal in the prescribed manner.

On February 1, the deadline for submitting applications for participation in the USE-2016 is over. Applications from school graduates of the current year were accepted at the place of study (i.e. at the school). Moreover, this year it will be possible to change the previously selected list of exams only on the basis of a letter signed by the head of the subject of the Russian Federation to Rosobrnadzor.
- What changes await graduates in the Unified State Examination - 2016?
Fundamental changes in the organization of the Unified State Examination (USE) in 2015-2016 academic year will not be. Two stages of the state final certification will remain: the main period (from May 27 to June 20) and early (from March 21 to April 9). The exam in all subjects begins at 10.00 local time. The duration of the exam in academic subjects does not include the time allocated for preparatory activities (instructing USE participants, issuing examination materials to them, filling in the registration fields of examination papers, setting up the necessary technical means used in conducting exams).
The main changes in 2016 made to the GIA-11 Procedure:
1. Storage areas for personal items organizers, medical worker, assistants are organized before entering the PES.
2. EM Scan Timing(exam materials) - on the day of the exam.
3. The September and February dates for the GIA-11 are excluded.
4 . Retake of unsatisfactory results in elective subjects is possible only a year later.
Also, the head of Rosobrnadzor S.S. Kravtsov said that in 2016 the test part will be excluded from the USE assignments in four more subjects: history, social science, geography and computer science. Previously, the test part was already excluded from tasks in mathematics, Russian language and literature: exam participants must enter the answer themselves, and not choose it from among those offered.
In foreign languages in 2015, the oral part was introduced into the exam. In 2016, Rosobrnadzor will improve the technology for passing it, taking into account the comments that were made, and will keep the written and oral exams on two separate days. For the written part, you can get a maximum of 80 points, for the oral part - 20. The oral exam will remain voluntary for graduates this year as well.
For persons with disabilities and children with disabilities, the time of the oral part of the exam in a foreign language is increased by 30 minutes.
In 2015, a change was also made regarding the division of the USE in mathematics into a basic and profile level. The same pattern will continue in 2016. This separation justified itself and relieved some tension among schoolchildren who do not need mathematics to enter universities.
As in 2015, Rosobrnadzor retains the opportunity for schoolchildren to pass mathematics at both the basic and profile levels at the same time.
If a student chooses to pass both levels of the USE in mathematics and receives an unsatisfactory result in one of the selected levels, then he is not allowed to retake the USE in the subject "Mathematics" in the current year, because. has a satisfactory result in this subject.
What can and cannot be taken with you to the exam?
Be sure to take an identity document and a black gel pen with you to the exam. USE forms filled out with a ballpoint pen are not scanned, and, accordingly, an USE participant who used a non-black gel pen will lose points.
In addition, the following means of training and education are used during the exam:
in mathematics - a ruler;
in physics - a ruler and a non-programmable calculator;
in chemistry - non-programmable calculator, Periodic system of chemical elements D.I. Mendeleev, table of solubility of salts, acids, and bases in water, electrochemical series of metal voltages;
in geography - a ruler, a protractor, a non-programmable calculator, application cards.
All this is listed in the Procedure for conducting the exam.
You can not take with you to a school where PES is organized, Cell phones, other means of audio and video recordings, reference materials (cheat sheets).
If an exam participant finds subjects not listed in the USE Procedure, he will be removed from the exam, his results will be canceled.
- Minimum threshold scores for USE subjects in 2016
There will be no changes in the minimum scores for 2016 compared to the previous year. The minimum threshold for admission to universities, established by Rosobrnadzor, is the following scores in compulsory subjects: 36 points in Russian and 27 points in mathematics profile level. To obtain a certificate: 24 points in Russian; 27 points in core level mathematics and 3 points in basic level mathematics. - About the video surveillance system
This year, as in the past, students will take exams in live through video surveillance systems installed in schools. But they will observe not only the students taking the exam, but also the teachers who are present at the exam. In addition, the regional USE information processing center is also equipped with cameras, which makes it possible to ensure better compliance with the USE procedure at all stages of preparation, planning, conducting, checking results and considering appeals.
All video recordings of the USE procedure are the property of Rosobrnadzor and are stored in this organization. Based on the results of the USE, Rosobrnadzor annually reviews all video surveillance records. If a violation is found that was not revealed during the exams, the results of the graduate will be canceled, as was the case in Buryatia this year.
In addition to the video surveillance system, all PES are equipped with jamming devices for mobile communications, and portable metal detectors at the entrance to the PES.
- About public observers
Public observers at the exam are present without fail. The public monitoring system functions to strengthen control over the course of the USE, ensure the objectivity of the results of the USE, increase public confidence in the procedure for conducting the USE and respect the rights of its participants. Observers are called upon to monitor the progress of the USE in order to ensure the objectivity of the results, provide prompt and reliable information on the progress of the examinations and respect the rights of its participants.
- Is it possible to enter higher educational institution without exam results?

The form and list of entrance examinations for admission to study under the bachelor's and specialist's programs for persons with secondary professional education determined by the organization of higher education, i.e. the university can determine the results of the USE as entrance tests.

This possibility is being considered by Rosobrnadzor. In past years, the examination procedure in computer science and information and communication technologies was tested in computer form. The technology for passing the USE on a computer has been worked out, but to introduce this procedure, it is necessary to take into account all the technical and methodological aspects of different regions, check the readiness of equipment, technology, personnel, and also evaluate the ability of the education system to apply new Computer techologies in normal mode. In the form of the main state exam using control measuring materials, which are sets of tasks of a standardized form (hereinafter referred to as CIM), for students of educational organizations who have mastered the educational programs of basic general education;
In the form of written and oral exams using texts, topics, assignments, tickets (hereinafter referred to as the state final exam, GVE-9) for students with disabilities, students with disabilities who have mastered the educational programs of basic general education.
For students with disabilities, students with disabilities who have mastered the educational programs of basic general education, the GIA can, if they wish, be carried out in the form of the OGE. In this case, a combination of both forms of GIA is allowed.
The GIA includes compulsory exams in the Russian language and mathematics, as well as exams of the student's choice in two academic subjects from among the academic subjects: physics, chemistry, biology, literature, geography, history, social science, foreign languages(English, French, German and Spanish), informatics and information and communication technologies (ICT). The results of elective exams in the 2015-2016 academic year do not affect the receipt of a certificate of basic general education.
The subjects chosen by the student, the form (forms) of the GIA (for students with disabilities, children with disabilities) are indicated by him in the application that he submits to the educational organization until March 1.
