Preparation for candidate examinations involves independent study of scientific literature by a graduate student (applicant) and conducting scientific research.
When defending a dissertation on a topic that does not correspond to the main specialty, the applicant additionally passes the Candidate's minimum in the general scientific discipline in which he specializes.
Persons approved in the academic rank of associate professor are exempted from the Candidate minimum. The list of universities and research institutions that have the right to accept the candidate minimum is approved by the Ministry of Higher and Secondary Specialized Education of Russia.

An applicant for the degree of candidate of sciences must pass candidate examinations, the list of which is established by the Higher Attestation Commission and approved by the Ministry of Education and Science Russian Federation.
The new Regulation returns to the Soviet-era requirement to establish an additional examination for persons without basic education. The Regulations say: “The applicant for the degree of candidate of sciences, having higher education who does not correspond to the branch of science in which the dissertation was prepared, by decision of the relevant dissertation council, passes an additional candidate exam in a general scientific discipline in relation to this branch of science". But a graduate student without a basic education does not pass an additional exam.
Programs of candidate examinations are approved by the Ministry of Education and Science of the Russian Federation.
Candidate examinations are an integral part of the attestation of scientific and scientific-pedagogical personnel. The purpose of the exam is to establish the depth of professional knowledge of the applicant for a scientific degree, the level of readiness for independent research work.
Passing candidate examinations is obligatory for awarding the degree of Candidate of Science, as well as for applicants for the degree of Doctor of Science who do not have the degree of Candidate of Science. In addition, if a doctor of sciences is an applicant for the degree of a candidate of sciences not in his specialty, he must pass the corresponding examination of the candidate's minimum in this specialty.
Currently, candidate exams are taken in the history and philosophy of science, a foreign language and a special discipline. It is determined that candidate exams are taken in higher educational institutions with state accreditation, scientific institutions, organizations that have a license for the right to conduct educational activities in the field postgraduate vocational education, and in the departments Russian Academy Sciences.
The candidate exam in a special discipline is taken according to a program consisting of two parts: a standard minimum program in a specialty developed by leading higher educational institutions and scientific institutions in the relevant industry, organizations and approved by the Ministry of Education and Science of the Russian Federation, and additional program developed by the corresponding department (department, sector, laboratory). The regulation on the dissertation council establishes that the applicant for the degree of candidate of sciences submits two copies of the certificate at the place of defense (previously one copy was needed) on passing candidate exams, one of which is sent to the Higher Attestation Commission. This makes it possible to control the order in which exams are taken. In Soviet times, there was a requirement to pass an exam in the specialty in the organization in whose council the defense takes place. Now there is no such rule, but when evaluating the applicant's attestation case, this element matters. There are times when an applicant takes exams in one organization, and defends a dissertation in another. There is no violation, but there is a question for reflection.
At present, it is obligatory to send to the Higher Attestation Commission a document certifying the passing of the candidate's minimum exams. The applicant for the degree of candidate of science must submit to the dissertation council the original certificate and its copy certified in the prescribed manner. A copy of the certificate of passing candidate exams is placed in the first copy of the attestation file and sent to the Higher Attestation Commission. The original certificate is placed in the second copy of the attestation file and kept in the dissertation council.
