Maybe not even one year.
Assuming that in any electricity company dealing with energy supply citizens, on the tables of officials are the same legal acts, then the citizen, he is an individual, he is a member of a horticultural association, should not have problems. But problems arise and, most surprisingly, they are different.
Such a variety of forms and methods of inserting sticks into the wheels of an energy supply agreement for gardeners is connected with many reasons:

- the absence of any knowledge at all about the norms and rules for organizing energy supply in SNT, both on the part of the same officials, and on the part of the boards and chairmen;
- the lack of information about the outrages in the energy supply of gardeners in the prosecutor's office.
You can defeat all this lawlessness only by opposing ridiculous and outdated cries like: "do not give", "do not let", "prohibit" a clearly built position and legal support for every spoken word, provided document and argument. If you, a respected gardener, believe that now you will be clearly presented with instructions, point by point, similar to the one you read when buying household appliances or a car or some other thing, then you will have to come to terms with the fact that there is simply no such instruction for all occasions. As already mentioned, this is primarily due to people, their different understanding of the norms and rules of technological connection, as well as the rules for concluding an energy supply contract. And most importantly, we completely lack an understanding of what and how should be organized in the horticultural association regarding the energy supply of gardeners and not only. It is not for nothing that one of the experts on the problems of horticultural associations claims that in addition to him, no more than 10 people in the Russian Federation have knowledge of the topic. I don't know if the author of these lines got into this number or not, but at least he strives for it. Let's add that some of these 10 people are also wrong on some issues or have a different approach to the same problem. Therefore, one must be prepared for the fact that the material presented cannot be applied in all other cases in such an unchanged form. It can also be significantly supplemented, both by the practice of energy supply organizations, and by the horticultural associations themselves. And these additions will not always comply with the norms of the law and by-laws of the government.
So, as a result of such a complicated situation with the energy supply of horticultural associations, gardeners have practically implemented several options for obtaining individual energy supply contracts.
Example: In one of the gardening associations near Moscow, as a result of a long struggle between gardeners and the electric grid and power supply companies, everyone direct energy supply contracts. At the same time, in fact, all the documents that precede the conclusion of the contract were prepared and issued by the horticultural association. ESO practically eliminated from her work in accordance with the norms of PP No. 861 of December 27, 2004.
How and why in the example we are considering, the electricity supply and energy sales companies violated the procedure established by government decrees No. 861 of December 27, 2004 and No. 442 of May 4, 2012, the order can only be guessed. However, it is impossible to study in detail such, so to speak, suspicious experience of this horticultural association. There are simply no guarantees that other network and supply companies will also hide all the violations of the law. And if this does not happen, then you can fight, referring to someone else's experience for years. But the court in this case is unlikely to help. And there is no time. An energy supply agreement concluded between each individual and a sales company is not a whim of a gardener, but a requirement of the law.
Based on the norms of the law, government decrees, together we will build a consistent procedure for the gardener:
- Methods for the implementation of technological connection of the power receiving device and the conclusion of an energy supply agreement in the SNT for individuals (members and non-members)
- Implementation of technological connection EPU to the grids of the electric grid company (ESO) indirectly through power grid facilities horticultural association OESH).
- Documentary restoration of the technological connection of the EPU to the networks of the electric grid company (ESO) indirectly through the OESH of the horticultural association, subject to the recognition by the ESO of the existing connection before the fact of the appeal individual with such an application to the ESO.
- Implementation of the technological connection of the EPU to the networks of the electric grid company directly without the use of the OESH of the horticultural association.
- Documentary support of the procedure for concluding an energy supply agreement between an individual (member or non-member of a horticultural association) and an energy sales company (SE - a supplier of last resort).
In order to better understand the material, the norms of legislation and acts of the government of the Russian Federation are not given or disclosed in the text. Emphasis is placed on the correct execution of documents and references to legal acts.
Let's move on to our first point:
1. Instructions for the implementation of the technological connection of the EPU to the networks of the electric grid company and indirectly through the electric grid facilities of the horticultural association.
Before you begin to study the instructions, you must be clearly and unambiguously aware of the fact that your garden land, as well as everything that is located on it, has never been technologically connected by anyone in accordance with the established procedure to the networks of an energy supply organization. The procedure itself is painted in PP No. 861 dated December 27, 2004 "Rules for the technological connection of consumer power receiving devices electrical energy, electric power generation facilities, as well as electric grid facilities owned by grid organizations and other persons, to electric networks", section I " General provisions", paragraph 7. Otherwise, try to find or remember the fact that you received the relevant documents and parting words to keep them permanently. Your current, supposedly existing technological connection, performed by an electrician of the partnership, with the permission of the chairman, is the most scam of the highest standard. No one will be able to document such a technological connection. The horticultural association does not have the right to issue the relevant documents on the technological connection due to its non-commercial nature and the prohibition to represent one of the parties to the public agreement in the process of technological connection. In our case, it should be like this: you are an individual, you conclude a contract on TP on the one hand. And on the other hand, a commercial organization concludes an agreement with you, which can be a service provider under a public contract. SNT is not that office.
Important: Technological connection of the EPU of an individual (a member of a horticultural association, not a member) is always carried out only to the networks of an electric grid (power supply) company. In this case, the connection scheme (direct to the ESO network or indirect through the SNT network) does not play a role.
Stage 1. Documents submitted to the ESO for concluding an agreement on technological connection of the EPU of an individual:
- We fill out an application for technological connection FORM-1 for individuals up to 15 kW (inclusive) according to the III category of reliability for domestic and other needs not related to entrepreneurial activity.
The application is filled in 2 copies, the documents are submitted in original and copies. Upon receipt of documents, the originals are returned to the applicant. Copies of documents are certified by the signature of the applicant: "Correct ___________ I. Ivanov." - We attach documents to the application according to the appendix (the list is located on the reverse side of the application):
Features of filling out the application for items requiring clarification:
p. 5 " Reason for applying (specify)"- put a tick in front of the item" Connection of power receiving devices (hereinafter referred to as EPU) put into operation for the first time.
p. 6 " Name of EPU (attached object):" -
Option 1: fill in " House" or " residential building", if there is evidence of ownership of these objects.
If there is no object yet, then the requested power may raise the question: "Why do you need 15 kW, if you, dear, have nothing on the site? Please confirm with a real document: why do you need such power?" If you do not have such a document (project), then in this case it is better and faster to request about 5-7 kW instead of 15 kW. Get them, and later increase the capacity to the required level by filling out the application again, indicating the reason: "Increasing the capacity of previously connected EPUs" (clause 5 of the application). But questions can be bypassed. See further explanations:
Option 2: fill in paragraph 6 with a house or residential building, which is supposed to be built. Then the paragraph will be like this: "A complex of objects on a land plot (a residential building, auxiliary buildings, structures), for which project documentation is not required."
Option 3: fill in clause 6 in case of refusal to build capital facilities on the site (well, you don’t need capital facilities): " A complex of facilities on a land plot), for which project documentation is not required".
Option 4: fill in in case of refusal of any structures on the site: " Land without buildings". In this case, you should not demand 15 kW of power. You simply do not need it. There is no point in trying to talk about a drill or a water pump of unprecedented power that has just been delivered on special order from Antarctica. Nobody will believe it anyway. Be simpler and people will reach out to you And this will reduce the number of visits to the ESO.
p. 7" Location of EPU (attached object)" - fill in something like this: " Kaliningrad, st. Volokolamskaya, SNT "Pishchevik". Plot, its number is not needed. In your case, in the company where you apply, it may be needed. Not essential. Leave space. Please complete as required when submitting documents.

For individuals, using electricity for household needs not related to entrepreneurial activity, reliability category III. The first and second categories of reliability involve an uninterruptible power supply system and an alternative source of power supply, if the main source suddenly turns off. We don't need it.
p. 11" Terms of design and phased commissioning of power plants, distribution of maximum power"- fill in the first column of the table" Input", in the second and third planned dates for the commissioning of the EPU, in the fourth maximum power 9 kW. Important: When calculating the losses of electricity, which are an integral property of the transmission of electricity over a distance, provided that your metering device is not on the border of the balance sheet, the loss factor will be the higher, the more power you request from the ESO. Those. the calculation will take into account your maximum power, and not the one you usually manage in your home with daily electricity demand.
- in person, by appearing at the customer service center,
- by mail with a description of the attachment and notification of receipt.
The first method is preferable, because allows you to immediately identify shortcomings on the spot and either eliminate them immediately or return all serviceable documents, excluding defective ones, which you can additionally report within 30 days. It is more convenient by mail, but then the time for sending is added, and this increases the overall time for the implementation of technological connection.
From the date of submission of the documents, the ESO begins the countdown of the time required for the preparation of technical conditions and an agreement on technological connection. This period is 30 days.
Stage 2. Signing an agreement on the technological connection of the gardener's EPU indirectly to the network of the energy supply organization
- Within 30 days (clause 15 of the "TP Rules"), the network organization, according to the method of communication with the applicant indicated by you (selected when filling out the application), will ask you to come to the customer service center (CSC) and sign Agreement on the implementation of technological connection to electric networks is the official name of the document.
- Upon arrival at the CSC, the customer service operator will present you for signing two copies of the Agreement on the implementation of technological connection to electric networks and an annex to the agreement in the form of technical conditions for connection to electric networks. The contract is standard, there can be no tricks. Check the contract with the data you specified in the application, read the technical conditions and feel free to sign both copies. Give one copy to the customer service operator. Specifications are usually standard. Look at the sample on the right. What concerns the gardener is circled in red.

In another case, the notification will come through the selected communication channel and will be duplicated by sending you a letter with an invitation to come to the customer service center to sign the TA agreement. Do not pull with a visit to the CSC. If you do not arrive within 3 days to sign the contract, the network company will send both copies by mail to your address.
You can immediately pay to the CSC for the fulfillment of obligations by the ESO under the contract, the cost of which is 550 rubles. through the terminal. In the terminal, find the Technological connection item. After payment, contact the same operator again (I think you can skip the queue), give a receipt for payment. The operator must make a copy of it, put it in the folder with your documents and give it back to you.
Stage 3. Fulfillment of technical conditions

This stage is the most interesting and most costly for the gardener. This is due to the fact that the "Electrical Installation Rules" instruct us to do what was previously ignored in SNT or violated by all and sundry. The rules can be circumvented for a bribe, which will have to be given to the checking inspector of the grid company (this is the 4th stage of the TP), but the inspector will change, and another will come in his place. So you will give bribes? But maybe not take it. It is easier and cheaper to comply with the requirements of the rules and never return to this issue. Well, since we have touched on the financial side of the matter, we will immediately analyze it (2015 prices):
General requirements.
The height from the ground of a locker with an installed metering device and other components should be 1.7 m, counting from its upper cut. If the locker is a metal inspector may require a grounding device. For a plastic locker, the requirement is optional. The locker should be installed on the nearest support from the house (site).
The cable from the physical connection point to the cabinet must be in a corrugated tube.
From the locker to the house, an air cable or an underground one can be thrown - it does not matter to the inspector.
Individual gardeners are fighting to the death for the right to have a meter in the house, hidden from the eyes of the ESO inspector. They sue, read the rules of the PUE, look for the slightest clue, write complaints to all instances, etc. I don't see any point in this. If you personally are not going to steal electricity, then the meaning of the struggle is lost. The arguments that you do not go out into the street, cannot take testimony once a month are ridiculous and absurd. That doesn't happen. Therefore, let the locker with your EPU be on the pole closest to your site. So everyone is calmer. Especially calm to all ill-wishers in SNT.
Process connection for single-phase version.
The cost of everything necessary equipment with a single-phase version, it fits in approximately 4500 - 6000 (cabinet, electricity meter, circuit breaker, power limiter, cable, cable puncture and suspension devices, corrugated tube.

Process connection for three-phase version.
The cost of the necessary equipment increases by 2.5 - 3 times compared to single-phase. What fits freely in a standard single-phase cabinet does not fit in a three-phase one. So, for example, a single-phase power limiter costs about 2,000 rubles, and in a three-phase one - 6,000 rubles, and its size is three times larger than a single-phase one.
Grid companies love three-phase connection. They are ready to connect everyone to three phases and earn money on this. In any case, if you have requested more than 9 kW of power, the ESO will insist on a 3-phase grid connection solution. Officials explain this by the fact that in a single-phase version they will have a phase imbalance, which leads to equipment malfunction, technological losses increase, and other rubbish that you don’t even need to know about. At the end, they will add that they are not interested in your opinion, because. they think about themselves and their networks.
You should remember and know: All the stories of officials in network companies about the omnipotence and power of the three phases are fairy tales. Practice shows that the opinion of networkers is true only if you use equipment that requires a 3-phase connection. It works in such a way that all three phases are used at the same time. Such equipment for a residential building today are, for example, electric boilers with a system of classic pipes and heating radiators. Infrared stationary heaters no longer work that way. They turn on independently of each other, based on the temperature in each particular room, i.e. non-simultaneously. The electric stove is used in the same way. It is rare when the hostess uses all 4 burners at once. In other words, you cannot wire and connect electrical appliances so that all three phases are always used at the same time. The equipment that automates this process is too expensive, and will only serve as an unnecessary bells and whistles in the conditions of a garden plot and a country house.
Important rule: If in your favorite gardening association the voltage in the network often drops below 210 Volts, up to 130 - 150 in the winter, then you cannot do without a voltage stabilizer, because. energy-saving lamps, washing machine, microwave, refrigerator, iron, etc. refuse to work at low voltage.
A voltage stabilizer with a power of 10 kVA will cost 7,000 - 10,000 rubles.
Voltage stabilizer 3-phase 15 kVA will cost 42,000 rubles. You can use three single-phase 5 kVA each - it will be about 15,000 - 24,000 rubles, but it will take up more space.
Now that you know all the features, choose what you need in your particular case yourself. All consultations of specialists will come down to making you decide what this specialist would choose himself. And it is right. But! Remember that the money will not be his, but yours. And he thinks in the direction of better or worse, not counting his money, guided only by his convictions. After thinking, choosing and purchasing what suits you, let's move on to the instructions.
- First of all, carefully read the TP Agreement and the technical conditions again. Check if you have everything. If something is missing, then you need to buy it in addition, taking into account one- or three-phase execution. We deal with a single-phase connection in more detail, because. it is found in horticultural associations more often:
- Single-phase metering device (Perhaps you have it, then find a passport and check the verification period. A new device has a verification period of 16 years, if there is no passport or it is lost, then it will be cheaper to buy a new device. This is no more than 500 - 700 rubles);
- Residual current circuit breaker (Two-pole or two single-pole. Practitioners say that it is more reliable to install two circuit breakers. That's right, but for the initial education in the field of electricians that you have, a two-pole one is better. Just do not forget to turn off the phase in case of minor repairs at home .
You most likely have a circuit breaker and have been installed for a long time together with the metering device. Also, most likely, you asked the ESO for more power than what is currently available. So you have to buy new machine. An automatic machine with the designation "C" is more suitable for you, and according to the requested power: 5-6 kW - 25A; 7-7.5 kW - 32A; 8-9 kW - 40A. If more than 9 kW, a 3-phase version will be required, and in this case, it makes no sense to ask the ESO for less than 15 kW. All automation will be knocked out, tk. on one phase you will have only 3 kW. One washing machine requires 3.5 kW of power. Therefore 15 kW: 15/3 = 5 kW. In some places, some ESPs may miss your claim of 12kW in single phase. Then you need to buy a 50A circuit breaker. He will be able to pass through himself 11 kW of power at a voltage of 230 - 220 V) or 63A - 13.86 kW; - power limiter(OM-63 is common - about 2000 rubles, the manufacturer plays a role, but not significant. You can run into a marriage with a good manufacturer. Pay attention to such a characteristic as UHL-4 (operating temperature from -25 to +55) , UHL-2 (operating temperature from -40 to +55. They indicate the mode of operation, respectively 4 - indoors, cold, closed; 2 - outdoors, under a canopy. The climate in both cases is moderately cold. The difference in price is from 500 rubles "I personally have UHL-4. I'm not complaining yet. There is such a problem with OM as triggering on network drops. The circuit breaker in this case does not save your electrical appliances, but OM instantly cuts down the load, providing protection for your electrical appliances. Power supply is restored after 10 seconds. Sometimes it is annoying when using electrical appliances in the house, but this is not important. Much better than buying a broken refrigerator or TV. In any case, it will not be possible to avoid installing the device at the stage of technological connection);
- Cabinet for placing the metering device (metal or plastic, when choosing, you should only take into account its compatibility (possibility) with the metering device, since the devices themselves can be attached to the wall of the cabinet in different ways);
- cable for physical connection to the power line of the horticultural association (SIP-4 2x16 - 2 cores, cross section 16 sq. mm, length from the top of the power line support to the cabinet + 2 meters and add the distance from the cabinet to the inlet switchboard in the house);
- devices for cable piercing at the connection point, anchor clamps, insulated branch clamps, etc. devices depending on specific conditions;
- UV clamps for attaching the corrugated tube into which the cable is inserted to the support (an approximate number of 4 to 8 pieces - depends on your desire and understanding of reliability, UV means that the clamps will not burst from ultraviolet radiation in a year, but will last longer) .
- corrugated tube, preferably black, with a diameter for 2 cores of SIP-4 2x16 - 35 mm, if three-phase, then choose a larger diameter, the length is approximately the same as the length of the cable from the power line to the cabinet minus 1 meter.
Should know that the lower the voltage in the network, the less power is given out by electrical appliances. At a voltage of 220V and a current of 16A, a power of 3.520 kW will be output (220 x 16 \u003d 3520 W)

Rule: Prior to the conclusion of an energy supply agreement with a supplier of last resort and subject to making payments for consumed electricity at the SNT cash desk installation of a new meter and fixation of readings must be coordinated with SNT.
There is nothing in the Government Decree No. 861 of December 27, 2004 regarding the implementation of the TP of individuals regarding the single-line TP scheme. But grid organizations refer to clause 148 of the "Basic Provisions for the Functioning of Retail Electricity Markets", approved by GD No. 442 of 05/04/2012. This clause does not directly apply to TP, but it clearly prescribes the need to prepare such a scheme by the forces of the EPU owner in order to introduce commissioning of the electricity meter. And without completing this procedure, no one will prepare documents on TP for you.
There are several options for preparing a single-line diagram: find a specialized office that will quickly produce a diagram for a certain fee, for less money a power engineer or an electrician of a horticultural association will make a diagram for less money (provided that he knows how to do it), for free you can bungle it yourself, spending a lot more time than the named specialists. In the last two cases, it is not a fact that you will not be kicked off to eliminate shortcomings. In this case, the price of the scheme will be less, but with nerves and the cost of travel to the ESO. The best option is when the horticultural association itself deals with this issue. It is difficult to make only the first scheme, the rest are done quickly after specifying the distances, cable cross-sections and characteristics of the consumer's EPU. Coordinating such schemes in the ESO for a representative (power of attorney is not required) is easier than for a grandmother who is as far from electricity as you are from the stars.
We attach the following documents to the completed notification form (the list is on reverse side form):
- A photocopy of the agreement on the implementation of technological connection to electric networks;
- Photocopy of technical specifications;
- One-line diagram of the solution for technologist. accession (clause 148 of Government Decree No. 442 of 04.05.2012);
- A photocopy of the energy meter (meter) passport with a valid verification period;
- A copy of the payment receipt for the TP procedure (550 rubles)
If your meter passport is lost, then buying a new one will cost about 2-3 times cheaper than removing the old meter, sending it for verification, installing it back, etc.
If you have a short time left before the meter verification procedure, then it is easier to replace the old meter with a new one. The new metering device has a period of regular verification - 16 years.
There is another pitfall that you need to remember and be aware of. The fact is that, having bought an electricity consumption meter, and not having carried out the proper procedure for technological connection, you risk getting into an additional meter verification procedure, despite the established verification period of 16 years. What are we talking about? The fact that after purchase the meter must be officially introduced in accordance with regulatory documents into operation. SNT is not endowed with such rights to enter metering devices. From here, you should be aware of these rules:

Chapter 1.5 "Electricity metering", section "Requirements for settlement meters"
1.5.13. Each installed settlement meter must have on the screws securing the meter casing, seals with the stamp of the state verifier, and on the clamping cover - the seal of the energy supply organization.
Newly installed three-phase meters must have state verification seals with a prescription of no more than 12 months, and on single-phase meters - with a prescription of no more than 2 years.
In order not to get into the money once again, you should take care of buying a new meter in advance or check the old one in a special office and receive a verification document. You won't because you're cool and the counter is fine? No problem. The inspector will not seal the device and will not put it into operation, and its repeated call will be at your expense. Do you need it?
The final stage. Fulfillment of obligations by the parties under the implementation agreement

If you did everything right at the third stage, then with full confidence we can assume that you don’t have to do anything else. Do not pay attention to the obligations of the ESO to fulfill the technical conditions on their part. Networkers will limit themselves only to replacing the fuses with more powerful ones and will not do anything else. Your 15 kW for a network company is just nothing.
From the moment the customer service operator receives the notification and documents on the fulfillment of the technical specifications for the ESO, the countdown begins, during which an inspector of the grid company must arrive at your site, having previously agreed on a meeting, to check the correct fulfillment of the technical conditions by the consumer. The deadline is 10 days (Government Decree No. 861 of December 27, 2004, section IX. "Procedure for verifying that the applicant and the grid organization fulfill the technical conditions", paragraphs 81-90 of the "Rules for the technological connection of power receiving devices of consumers of electric energy, production facilities electric energy, as well as electric grid facilities owned by grid organizations and other persons, to electric networks.
Nothing out of the ordinary happens when the inspector arrives. He inspects the cabinet with the automation and electricity metering devices installed in it, checks the correctness of the connection diagram with the single-line diagram that you agreed with the ESO, seals the metering device, the plate blocking access to the power limiter, and, as a rule, this is where the verification procedure ends .

Thus, when drawing up the Act on the verification of technical specifications, they kill two birds with one stone. That is, the fulfillment of the technical conditions is checked and the electricity metering device is put into operation.
However, this is not the whole verification procedure. The fact is that the inspector is obliged, along with the preparation of 2 copies of the Acts on the verification of technical conditions, to attach to it a calculation of electricity losses in the area from the point of connection of the SNT power grid facility to the ESO networks and to the border of the gardener's site. And for this, he must check the correctness of the distances indicated in the single-line diagram of the technological connection, the cross-section of the cable, automation devices, and other related things. And the inspector is lazy. Therefore, the network company hopes for the seal and signature on the scheme of the chairman of the SNT, who certainly should not deceive anyone. And this signature, as you understand, should not take place on a single-line diagram. Moreover, if the SNT was not involved in this scheme: the chairman of the SNT does not represent the grid company, which carries out technological connection of the gardener's EPU to its networks. But! This is not important, and there is no practical sense in fighting for a signature or rejecting its presence.
ONE IMPORTANT POINT: The inspector enters the current readings of your meter into the Certificate of verification of compliance with technical conditions. In the future, you pay the number of kWh of electricity that has run up to this indication to the horticultural association, and after that you pay only to the energy supply after the conclusion of the Energy Supply Agreement and the receipt of a personal personal account. Do not listen to anyone, do not trust anyone, send everyone to ..., including smart people from sales who advise paying in SNT before signing a contract. If you do this, then you will run around and prove to all advisers that you have never been a camel. Be prepared for the fact that the procedure for concluding an energy supply contract will stretch for some more time. If you are the first gardener in your horticultural association to conclude a direct energy supply agreement, then energy sales, regardless of the deadlines according to the norms of the decree, will twist your brains and digest your impudence and desire to get out of the influence of SNT within 2 - 4 months. So, most likely, errors occur in clause 3 of the Act on TP (it is written that the Applicant's EPU is technologically connected to the Pishchevik SNT network, and not indirectly to the ESO networks; in the RBP Act, when indicating the characteristics of the Subscriber, 70 garden houses SNT "Pishchevik", while SNT, as a legal entity, does not own 70 garden houses, etc.)
In the event that hostilities begin before the conclusion of an energy supply agreement, the war may drag on for several months. Most likely, you will have to defend your case in court. And it is still unknown who will win, and your energy supply agreement will hang in the air. As a rule, ESP does not fit into 10 days. It takes from 10 to 30 days to receive documents on hand. But in this situation it is no longer important.
After receiving all the documents on technological connection to electric networks, you can safely take an application for concluding an energy supply contract with a guaranteeing electricity supplier, attach the missing documents to it according to the list and carry the application to the power supply. - in the horticultural association, the transformer and networks are worn out to the limit and require replacement with new and more powerful equipment.
This list is not exhaustive. There may be other features in horticultural associations. And each of them requires its own approach, its own solution, somewhat different from other similar cases.
