By 1970, the number of specialists in heat supply and electric power in Promenergoproekt exceeded 3.5 thousand people. Fundamental work was launched on long-term forecasting of the development of district heating in the country; the number of equipment commissioned according to the Institute's projects has sharply increased (the unit capacity of the commissioned steam turbines has doubled).
In 1973, by a special resolution of the Council of Ministers of the USSR, the Promenergoproekt institute was transformed into a research and design institute VNIPIenergoprom with its own research base and branches in other regions of the USSR. Along with the tasks of continuous improvement of power equipment and the creation of highly economical projects, the institute was entrusted with the functions of the head enterprise for centralized heat supply.
From the beginning of the 50s. of the last century, in the development of district heating, developments appear that justify the effectiveness of long-range heat transportation systems and the joint operation of several CHPs for common heat networks. Powerful heating systems are being created, covering several cities and large industrial centers with a single heating network.
In the 80-90s. of the last century, the institute is developing significantly - divisions were created in the years. Perm, Kazan, Baku, Samara and institutes throughout the USSR (St. Petersburg, Yekaterinburg, Irkutsk, Khabarovsk, Omsk, Ufa, Alma-Ata, Minsk, Kiev).
The State Planning Committee of the USSR gave the institute the exclusive right to suspend funding for the construction of any heat sources and heating networks in cities, if the need for their construction was not provided for by the heat supply scheme. The USSR State Committee for Science and Technology entrusted the institute with the development, coordination and implementation of all research programs on heat supply and appointed it responsible for the formation of a technical policy in the field of district heating of the country. When setting the temperature regime in laboratory conditions, the maximum values of the coolant temperature are reproduced, which are possible under the operating conditions of heating networks in accordance with the temperature schedule. 3 The vast majority of heating networks operate according to the schedule 150-70С, the maximum value of the test temperature is taken for this schedule. The duration of the tests corresponds to the duration of the design temperature for heating and is taken according to the duration of maintaining the maximum temperature of the coolant both for the middle zone of European Russia and for other regions. Tests on full-size samples are carried out on a special installation at a pipe temperature of 150С and 70С with the reciprocating movement of the pipe and the action of a vertical load. 8 SHEAR STRENGTH IN THE TANGETIAL DIRECTION Shear strength in the tangential direction at a temperature of (23 ± 2) ° C is determined on a separately manufactured sample or on a fragment of an insulated pipe, from which a layer of thermal insulation with a length equal to 0.75 of the diameter is isolated by transverse cuts to the steel pipe steel pipe, but not less than 100 mm. Historical background JSC "VNIPIenergoprom"
65 years The Institute was founded in 1942 (as the trust "Promenergoproekt") by order of the People's Commissariat of Power Plants (NKES) of the USSR dated November 16, 1942 No. 188A due to the urgent need in wartime conditions to resolve issues of energy supply for enterprises relocated to the Urals and eastern regions countries, in order to solve the problems of expanding existing and creating new energy sources.
In connection with the post-war restoration and development of the national economy, incl. Energy, in 1951, by the Decree of the Council of Ministers of the USSR No. 1137 of 04/06/51 and the Order of the Minister of Power Plants of 04/12/51 No. 155, the Promenergoproekt trust is transformed into the State Union Institute Promenergoproekt (State Union Design Institute for the design of the construction of industrial thermal power plants for energy supply industrial enterprises of all sectors of the national economy "Promenergoproekt" of the Ministry of Energy and Electrification of the USSR, Moscow, 1942 - 1974.) It is entrusted with the functions of the head institute for the design of industrial heating thermal power plants and boiler houses. The new stage is characterized by the development and implementation in projects of more advanced and progressive technical solutions that provide increased industrialization and efficiency of the CHPPs under construction. Work began on a radical restructuring of the standard design. Since 1961, the Institute "Promenergoproekt" has begun to develop schemes for the development of cities and industrial complexes. The Institute has acquired the status of a major design organization in the country, responsible for the formation of technical policy in the field of district heating.
The Institute was administered by: People's Commissariat - Ministry of Power Plants of the USSR (1942 - 1953, 1954, 1957 - 1958); - Ministry of Power Plants and Electrical Industry of the USSR (1953 - 1954); - Ministry of Construction of Power Plants of the USSR (1954 - 1957, 1958 - 1962); - State Production Committee for Energy and Electrification of the USSR (1963 - 1965); - Ministry of Energy and Electrification of the USSR (1962 - 1963, 1965 - 1974).
The Institute had departments: Alma-Ata, Irkutsk, Kiev, Leningrad, Minsk, Sverdlovsk.
By 1970, fundamental work was launched at the institute for long-term forecasting of the development of the country's centralized heat supply; the number of equipment commissioned according to the institute's projects has sharply increased (the unit capacity of the commissioned steam turbines has doubled); work was completed on the creation of a new cogeneration turbine unit with a capacity of 175 thousand kW. In 1973, by a special resolution of the Council of Ministers of the USSR, the Institute "Promenergoproekt" was transformed into the All-Union State Research and Design Institute for Industrial Energy and the Rational Use of Fuel, Electricity and Thermal Energy in Industry "VNIPIenergoprom" of the Ministry of Energy and Electrification of the USSR with its own scientific -research base and branches in other regions of the USSR. Along with the tasks of continuous improvement of power equipment and the creation of highly economical projects, the institute was entrusted with the functions of the head enterprise for the problems of district heating. In the 1980s and 1990s, the institute developed significantly: subdivisions were created in the city of Perm, Kazan, Baku, Samara and the Institute had branches: Belarusian, North-Western, Siberian, Central Asian, Ukrainian, Ural (St. Petersburg, Yekaterinburg, Sverdlovsk, Irkutsk, Khabarovsk, Omsk, Ufa, Alma-Ata, Minsk, Kiev) .
The Institute was engaged in the development of intersectoral problems of industrial energy, the problems of centralized heat supply of the national economy, the design of systems and structures of energy technological installations for industrial use.
The following research documentation was developed: Efficiency of the use of fuel and energy resources at industrial enterprises. Use of reserves of thermal and electric power of thermal power plants. The choice of energy carriers in industry. Optimization of power consumption modes. Development, research and development of non-traditional heat supply systems. Protection of heat pipelines from corrosion damage. Forecasting the development of water consumption and sanitation in industry, energy and transport. Study of general issues of nature protection and rational use of natural resources. Development of centralized heat supply in the USSR.
The following project documentation has been issued: documents on the design of the Philippi thermal power plant (Greece), thermal and steam-blowing stations of metallurgical plants and combines in the city of Bokaro (India), in the city of Isfahan (Iran), Zhelezara Zenitsa (Yugoslavia); thermal power plants: cities of the Moscow region, combines: Bashkir mining and processing, Mari pulp and paper, Prosyanovsky coaline, plants; Kursk rubber, Novo-Kramatorsky machine-building, Ural chemical engineering, coal mines of the Angren deposit. Schemes of power supply and heat supply of the Khabarovsk Territory, the Miass industrial region, industrial centers and cities of the regions of Belgorod, Kuibyshev, Penza; the cities of Baku, Bezhetsk, Yelets, Kirovobad, Klin, Kuznetsk, Leninogorsk, Livna, Semipalatinsk, Ust-Kamenogorsk; combines: Voskresensky chemical, Klin artificial fiber, Osh cotton. Documents on the design of heating networks in the cities of Kirov, Orekhovo-Zuev.
"VNIPIenergoprom" with the participation of a number of other organizations has developed 687 heat supply schemes for cities and regions of Russia and the CIS countries. VNIPIenergoprom actively participates in international scientific and technical cooperation - directly designed urban heat supply schemes, thermal power plants and heating networks for almost two dozen countries in Europe, Asia, Africa and America, including: India (Bokaro, Ranipur, etc.), Iran (Isfahan, Tebiz), Libya (Misurat), Mongolia (Ulaanbaatar, Darkhan, etc.), Nigeria (Ajaokuta), China (Beijing, Shenyang), Yugoslavia (Skopje, Sisak), Czechoslovakia (Prague) and others. The developments of VNIPIenergoprom were repeatedly awarded the Prizes of the Council of Ministers of the USSR and the Prizes of the State Committee for Science and Technology of the USSR (1981 - the project of a typical CHPP-ZIGM was awarded the Prize of the Council of Ministers of the USSR; 1983 - serial standard project CHPP-ZIGM with boilers BKZ-420/450-140 NGm was awarded the Prize of the Council of Ministers of the USSR; 1988 - the project of an environmentally friendly thermal power plant on the basis of a CCGT was awarded the 1st Prize of the State Committee for Science and Technology of the USSR).

Since 06/01/92, VNIPIenergoprom has been operating as a State Research, Design, Survey Association. Since 1993 - as a joint-stock company "Association VNIPIenergoprom", which has branches and representative offices in the city. Kazan, Ufa, Omsk, St. Petersburg, Nizhny Novgorod.
More than 300 highly qualified specialists work in the Association, incl. having degrees of doctors (2 employees) and candidates of technical sciences (12 employees), more than 30 percent are young specialists under 33 years old. Employees of the Association were repeatedly awarded orders and medals, became laureates of Government and State Prizes and holders of State awards for the development, implementation and development of new technology, so in 2003 the laboratory of ecology and water treatment was awarded the Prize of the Government of the Russian Federation "For research, development and implementation at thermal power plants evaporative technology and wastewater treatment technology”.
The Institute has specialized design departments and a significant laboratory base equipped with modern instrumentation and installations for research and testing, as well as modern computing tools and software. As part of the design and research work, the employees of the Institute develop and use network software tools that improve the efficiency and quality of work.
JSC VNIPIenergoprom takes an active part in the development of regulatory legal acts in the field of heat supply, such as: Federal Law "On Heat Supply"; Federal Law No. 210 dated December 30, 2004 “On the Basics of Tariff Regulation of Public Utilities Organizations”; Law "On Energy Saving in Moscow" (No. 35 dated 05.07.06); "Rules for determining heat losses in district heating networks"; "Rules for the commercial accounting of thermal energy (capacity) and heat carriers in district heating systems"; "Program for the integrated development of the heat supply system"; SNiP 41-02-3003 "Heat networks"; SP 41-110-2005 "Design of heat networks". VNIPIenergoprom, commissioned by RAO UES of Russia, completed a set of development standards for the organization harmonized with international standards, and also, on behalf of the Department of Fuel and Energy Economy of Moscow, developed the Program for Comprehensive Energy Saving in Moscow for 2009 - 2013 and for the future until 2020".
In recent years, the Association has been actively working on the creation of comprehensive programs for the development of energy supply to the regions, taking into account all energy flows and generation sources in order to optimize costs, curb tariff growth, improve the efficiency of the use of fuel and energy resources of the city, region, territory.
