Who is who in the new metropolitan government. Sergunin vs. Sergunina Housing and communal services and transport
Sometimes people have to choose: career or personal life. The well-known Moscow official Sergunina Natatya Alekseevna chose a career, but her personal life did not work out. The marriage turned into a divorce and for a long time she remained alone, interrupted only by casual relationships. However, not so long ago, Sergunina met "the one." It turned out to be the billionaire Pavel Te, who spoiled Natalya Alekseevna not only with expensive jewelry, but also presented Sergunina with a strange transfer of the Moscow department to his apartments. However, Shogunina also did not remain in debt, only she did not pay out of her own pocket ...
Let's talk again about Natalya Alekseevna Sergunina, Deputy Mayor of Moscow in the Government of Moscow for economic policy and property and land relations. In the last article, we analyzed in detail the biography of Natalya Sergunina and the connections of her father, thanks to which she climbed so high up the career ladder.
We also found out that Sergunina fully understood everything that is required for the success of a Moscow official - to be friends with friends of her bosses, help lured businessmen, share “upstairs” and patronize the Russian Orthodox Church.
Under Sergunina, a bill was issued on the return of church property and lands, according to which all objects that once belonged to the church should be transferred to the dioceses. In addition, the beginning of the acceleration of the Moscow property privatization program is associated with the name of Natalya Alekseevna. Under her rule, the Moscow authorities began to put up for auction dilapidated cultural monuments at a discounted price, so that future owners could carry out their restoration at their own expense. For a forty-year-old woman, this is a very successful career, but such employment probably did not have the best effect on the personal life of an official.
Natalya Sergunina is the head of the Moscow Department, uniting the economic and property and land complexes of the capital. Very little is known about her personal life - she was married, gave birth to a daughter, but divorced after ten years of family life. Who was the ex-husband of Natalia Sergunina is unknown.
Elderly, but attractive Natalia Sergunina.
An important and very interesting nuance: the main patron of Natalia Sergunina in the entire power structure is considered Dmitriy Medvedev. Until the last moment, until it became completely clear that Medvedev remained in the government, many predicted that Sergunina would be deprived of her chair. However, it happened differently...
How Pavel Cho pleased Sergunina
It happened that Natalya Sergunina found a man who could satisfy all her needs, share the sadness of loneliness, and in general, establish a much more intimate connection with Sergunina than we could imagine. This is a Moscow billionaire businessman Pavel Cho.
Presentable Pavel Cho.
They say that Pavel Te is friends with all the vice-mayors of Moscow, this is especially noted through activities in the interests of Pavel Te Marat Khusnullin. Nevertheless, the businessman found a special approach to Sergunina, given her position. Moreover, at the age of forty, a woman is still in her juice ...

It so happened that the Department of Natalia Alekseevna moved to the Oko tower in Moscow City. Sergunina’s department with enviable constancy gives Moscow a deficit budget, the vice-mayor herself in an interview makes it clear that she doesn’t understand the issue well, the land flows away at the disposal of the church, and Dmitry Medvedev is forced to hold the chair under the property vice-mayor with both hands, and despite everything these deplorable factors, the Department first moves into the premises, which cost more than 6 billion rubles, and then rolls up a grandiose repair there, which cost more than 3 billion.
In total, the usual relocation of Sergunina and his team cost the capital 9.5 billion. Repairs in the premises, by the way, were provided by the Investprofi company, which belongs to Pavel Te. Like the tower "Oko". Sergunina's colleagues, of course, keep quiet, but discuss among themselves exactly how Sergunina "knocked out" such an elite placement for her department.
Firms of Pavel Cho
Although Pavel Te has a great and warm friendship with another metropolitan vice-mayor - Marat Khusnullin, it was Sergunina's department, REM, the former Moscow Property State Unitary Enterprise, that acted as the buyer for the premises. By the way, under the guise and Khusnullin moved his people to the same "Eye". But rather, he should thank Sergunina for the fact that she was able to find such a common language with Pavel Cho. However, Khusnullin, as a married man, is not fully able to satisfy Sergunina's appetites.
But where real money flowed into the pockets of officials without any intimacy, so this is a brilliant operation "laundering the budget" through the purchase of parking spaces at incredibly inflated prices. Parking spaces in Moscow City cost the budget - attention - 1.052 billion rubles. That is, more expensive than 500 thousand rubles per square meter.
Information on the purchase of 135 parking spaces for 1 billion rubles has appeared on the website of public procurement of the Moscow City Hall. in the Oko tower of the Moscow City complex for the two departments headed by Tatyana Sergunina and the tender committee of the mayor's office that are moving there. It turns out that for one parking space of 14.5 sq. m the capital will pay almost 7.5 million rubles. Actually, this is the price of a Moscow three-ruble note in an area not too far from the center. But this is not all the expenses for the resettlement of Moscow officials. Previously, 50 thousand sq.m. were purchased. office space in this very "Oko" from the company Capital Group, owned by Pavel Te. The buyer was the Municipal Enterprise REM controlled by Natalya Sergunina (formerly SUE Moscow Property)
The question is, who sold poor and gullible Sergunina miserable parking spaces for such money? The tender went through one gate - a company from Cyprus applied, called Fuderintrading and Investments Limited, it is impossible to find the ends of it, since it is a shell company, but experts say in a voice that the offshore cannot but belong to ... Pavel Vladimirovich Cho. Surely.

By the way, these Cypriots are sitting in a neighboring tower in the same Moscow City.
According to everything, it turned out that Moscow itself bought parking spaces through an offshore for a billion rubles. It sounds absurd, but not in the case of Natalia Sergunina. Given the intimacy that Pavel Te provided her, it was imperative to thank him.
The final chord and a beautiful proof that a submissive and docile official knows what she is doing and knows the value of her deeds will be only two of her pieces of jewelry: a necklace and a ring from a set from VanCleefArpels costing about $42,300 . And this is with incomes of less than 100 thousand dollars a year ... Strange, isn't it? However, this oddity is explained more than simply - these are just Pavel Cho's gifts to his girlfriend, who is Natalya Sergunina.
Thus, we can only observe and envy the persistence with which Natalya Sergunina and MP REM make all new purchases from the company of her lover, Capital Group. Nevertheless, Sergunina's subordinates find a "logical" explanation for Sergunina's ongoing moves to Pavel Cho's apartments. According to city officials, the annual operating costs of 50 thousand square meters. m in eight buildings in the center of Moscow, which were previously occupied by the departments commanded by Natalya Sergunina, amount to 125 million rubles, and the move will save 54 million rubles a year. Demonstrating amazing prudence and thrift, city hall officials emphasized that the vacated real estate in the center could be sold, and the proceeds could cover the cost of buying premises in Moscow City. Something tells us that the chain of office sales will continue, say, in a couple of years. Again, to save money. The application for the auction will be submitted by the same mysterious offshore company, which Irina Khalillulinova represents in Moscow, and the same Capital Group will become the ultimate beneficiary.
Natalia Sergunina is the most obscure deputy mayor of Moscow. Meanwhile, she is responsible for the most important sectors - the economy and management of city property.
Funny all the same site at the Moscow mayor's office! The biography of the vice-mayor for information policy is not available as such, and his colleague Natalya Sergunina, responsible for economic policy, insisted on the absence of a mention of her age - "Born on August 22 in the city of Moscow." Of course, a beautiful woman has no age, but voters still have the right to know who controls the economy. So, Natalya Alekseevna was born in 1978, she is now 39 years old and she looks more and more like Tatyana Golikova from the Accounts Chamber.
child prodigy
Daughter of a military tribunal judge Alexey Sergunin(originally from Sverdlovsk), Natalya was indeed born in Moscow, but her childhood was spent in various parts of Eurasia, from the mysterious Khabarovsk to prestigious Germany. Everywhere there were Soviet garrisons, everywhere it was necessary to administer harsh military justice. Only with the collapse of the USSR did the family's life return to normal - the girl graduated from the capital's school with a silver medal and, following in her father's footsteps, decided to become a lawyer. In 2000, she graduated from the law faculty of Moscow State University with honors. Her father, who by that time had already stopped working both in the tribunal and in the Ministry of Justice of the Russian Federation, nevertheless probably retained old connections and contributed to the fact that the girl was taken as a consultant to the Ministry of Property of Russia. Aleksey Kimovich himself, by the way, is very cheerful (he is only 62 years old), he is a successful capital lawyer, chairman of the Sergunin and Partners board.
And his daughter quickly made a career, and in 2004, when the ministry was transformed into an agency (Rosimushchestvo), she was already deputy head of the department. And a little later, she headed the department of real estate and movable property - the main thing in the structure of the agency. Finally, since 2008, at the age of 30, she has been the deputy head of the Federal Property Management Agency. It is interesting to note that in those years the state agency had a very tense relationship with the Moscow mayor's office - both sides claimed to manage a mass of tasty objects in the capital.
hostess
This is probably why in 2010, immediately after the appointment Sergei Sobyanin Mayor of Moscow, Natalya Alekseevna accepted the offer to head the Department of City Property in the status of vice-mayor. And the results of the 2013 elections brought her additional powers: after reforming the management system in the capital, Sergunina became the head of the united departments of property and land relations and the economy. Strangely enough for a person with a law degree, at least on paper, Moscow's economy looks good, although, of course, Muscovites have been waiting for a deep independent audit of mayoral affairs.
When Sergunina stood at the helm of the property complex of one of the largest metropolitan areas in the world, she was only 32 years old. Then she dissolved her marriage and single-handedly began to raise her daughter, born in 2003. The identity of the husband was not disclosed, the name of the vice-mayor, apparently, is her maiden name. The vice-mayor argues with the household: the whole country saw how she cooks lazy dumplings - well, her mother is a food technologist by her first education (according to the second she is a translator from Italian and English).
For seven years of work in the Moscow government, Sergunina constantly tried to move from the status of "a girl who signs papers" to the reputation of a completely independent figure. Among its most famous decisions is the action “1 ruble per 1 square meter”: it was for such money that Moscow began to rent dilapidated mansions, subject to their restoration at the expense of the tenant. However, the program was not particularly successful.
Sales
In addition, it was under Sergunina that the active privatization of Moscow real estate began: with an iron fist, she actively reduced the extensive Luzhkov economy in order to replenish the city's budget, first with profits from auctions, and then with taxes. However, it was not always about profit: we have already mentioned the “ruble per meter” program, but there was another one – restitution. Sergunina is considered one of the authors of the bill on the return of church property and lands. It is interesting that when this law was passed, Sergunina just moved from the Federal Property Management Agency to Moscow, and I must say that during her time in the capital there were no high-profile facts of the transfer of property to the Church (compare with the noise around St. Isaac's Cathedral in St. Petersburg).
And yet, one has to doubt the independence and professional viability of the vice-mayor - well, in our realities, a young woman without family ties of the highest level cannot manage the economy of the richest city. Sergunin's interviews are not given out very willingly, he speaks briefly and not always to the point. Say, many were surprised by her phrase “the capital’s budget is in surplus: the city’s revenues significantly exceed its expenses,” said in an interview with TASS in mid-2017. Meanwhile, it is in 2017 that the budget will be executed with a record deficit for the 2010s: more than 200 billion rubles. It is strange that the head of the department of economics does not know such elementary things. Her other statements about the renovation also resemble a not very successful retelling of the words "senior comrades."
All this pleasure costs Muscovites about 500 thousand rubles. per month - these are Sergunina's income for the last two years. At the same time, the vice-mayor's declaration is defiantly modest, to the envy (or to laughter - how to look) of her colleagues: a plot of 21 acres, an apartment of 74 meters in half with a daughter and ... that's it. From 2011 to 2016 - like a blueprint, it didn’t increase, it didn’t decrease. This, however, looks more like secrecy than modesty, because the father and mother of the vice-mayor do not declare their property.
Procurement
But Sergunin treats Moscow property in an original way. Agree, when Moscow buys a parking space in Moscow, this is already strange, but when they pay 500 thousand rubles per square meter for them, it means that something was clearly done wrong. However, the land for the construction of Moscow City was alienated by the previous authorities of the city, so it can be assumed that Sergunina simply had no choice.
But when looking for a new place for her department, she definitely had a choice. The Department of the Mayor's Office, from year to year reducing the budget with a monstrous deficit, moves to nothing less than the Oko tower, one of the most expensive office centers in the capital (hence the cost of parking spaces). Question: why not show an example of savings by sitting in a simple class "B" business center? Such a decision could be well promoted, thereby giving a few points in plus to Sergei Sobyanin before the mayoral elections. But no: these people will save on anything, but not on their loved ones.
Husband of Natalia Sergunina Movladi: from crime to Kadyrov
One of the most mysterious deputies of Moscow Mayor Sergei Sobyanin is Natalya Sergunina, who is in charge of the economy and management of city property. She not only forbade posting the year of her birth on the website of the government of the capital, but absolutely nowhere you will find information about her family life. One would think that this is the usual female coquetry. However, informed sources have suggested that there is something more behind this: a desire to hide certain facts from his biography. Our investigation has shown that this may be true. Formally, the former husband of Sergunina, a native of Chechnya, Movladi Natsaev, was listed as a criminal contingent in the bases of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for Moscow in the early 2000s. And with his antics, he fully confirms the similar coloring assigned to him by operatives. And now he is a person close to the head of Chechnya, Ramzan Kadyrov.
Natalya Sergunina
On the page of Natalia Sergunina on the website of the mayor's office, it is only indicated that she was born on August 22 in the city of Moscow. Her biography follows, from which it follows that Natalya Alekseevna received her higher education at Moscow State University, and then, from 2000 to 2004, she worked at the Ministry of Property of Russia as a consultant, adviser, deputy head of a department in the Department of Legal Support. Behind these mean lines lies an extremely turbulent segment of Sergunina's life. A 22-year-old aspiring official met a handsome Movladi from the Caucasus, who was seven years older than her. Natalya and Natsaev became spouses, the couple had a dot Elizabeth.
According to our data, Movladi Natsaev was born in the city of Gudermes, Chechen-Ingush Autonomous Soviet Socialist Republic. Then he moved to Moscow. What Movladi did in the capital can be understood from the card index of the Main Directorate of the Ministry of Internal Affairs in Moscow. In 2000, shortly before meeting Natalya, he was entered by the Begovaya department of the SAO police department into the database with the wording "criminal contingent".
After meeting Movladi, Sergunina's career took off sharply. Gradually, Natsaev himself emerged from the "shadow". Starting from 2006, he began to establish different companies one after another: Spetsservis LLC, Ariadna LLC, Avto-Milya LLC, Master LLC.
Formally, Natalya Sergunina is now listed as unmarried. However, when she unexpectedly took the position of Moscow's vice-mayor in 2008, Movladi's financial well-being also improved markedly. He began to buy expensive foreign cars one after another. So, for example, only in 2012-2013, its fleet, according to information, was replenished with the following cars: AMTS MERCEDES-BENZ S500 4 MATIS, TOYOTA LAND CRUISER, MERCEDES-BENZ GL 350 CDI 4MATIS, MERCEDES-BENZ G55 AMG.
An interesting story is connected with the last car.
In January 2012, Movladi Natsaev purchased a Mercedes-Benz G55 AMG car from CJSC Mercedes-Benz Rus worth RUB 7.65 million. On May 7, 2014, the car broke down while driving.
In the service center of Panavto LLC, which was engaged in the maintenance of this car, it turned out that the cause of the car's failure was mechanical damage with the destruction of the cylinder block and crankshaft. To bring the car into working condition, it was necessary to replace the engine at a cost of 2,500,000 rubles. Natsaev believed that this failure occurred due to a manufacturing defect, so he turned to Panavto and Mercedes-Benz Rus CJSC with a request to replace the engine. The service center of Panavto LLC offered the citizen to reimburse 30% of the cost of the engine, while Mercedes-Benz Rus CJSC refrained from responding. Then Natsaev went to court.
It is interesting who helped him, given that Natalia's father, Alexei Sergunin, is a former judge, and now the chairman of the Sergunin and Partners Bar Association. And Natalya herself is the vice-mayor of Moscow, whose opinion, of course, the capital's judges do not pay attention to.
And a miracle happened. Usually the servants of Themis refuse the plaintiffs or award them a penny. And then the Nikulinsky court recognized that Mercedes-Benz Rus should pay Natsaev 9.23 million rubles. With this money, Movladi bought himself another Gelik.
As it turned out, now two Mercedes from the Movladi fleet have such numbers - K979RA197 and K939RA197. The three letters "KRA" are well known to every Chechen. They stand for Ramzan Akhmatovich Kadyrov. And if an ordinary Chechen hangs a similar number on his Priora, he will be in big trouble. Only the elite can use such numbers - those who are close to the head of Chechnya.
And a couple of years ago, Movladi Natsaev got into a story that should have put an end to the career of Natalia Sergunina. But, remember, officially she is unmarried. However, we will tell about this story another time.
At this place there was an article under the heading "Gold dissuaded Summa, or Why the forecast of the Kompromat-Ural editorial board regarding Ziya (v) udin Magomedov comes true." The text of the article dated 04/04/2018 consisted of five paragraphs. Only one of them mentioned Mikhail Kiyko. Mikhail Yuryevich is now the former general director of JSC United Grain Company (OZK). Kiyko stayed in this position for barely a year and a half, and was fired in November 2018. OZK JSC is half owned by a businessman Ziyavudin Magomedov.
The mention in the above-mentioned article of the "relationship of financial dependence" between Magomedov and Kiyko caused displeasure of the latter. Mr. Kiyko's application to remove the disputed article (all five paragraphs, and not just about Kiyko) was considered by a judge of the Arbitration Court of the Sverdlovsk Region Elena Seliverstova. She fully satisfied the far-fetched, in our opinion, claim.
On January 9, 2019, the decision came into force. Following the letter of the law, the editors of Kompromat-Ural removed the text within the prescribed period. Nevertheless, we will continue to appeal against the illegal and absurd, in our opinion, judicial act and we thank all readers who assist in this.
In addition, in response to the strange trial, Kiyko has already received a new portion of fame from investigative journalists.
The May holidays turned out to be hot for the correspondents of the Kompromat-Ural portal. We have new information at our disposal to continue the anti-corruption investigation against the deputy of the State Duma of the Russian Federation Nikolai Brykin. This is a former general of the tax police and the Ministry of Internal Affairs, and now a representative of the lower house of parliament in the Supreme Court (Brykin was delegated to the State Duma in 2016 on the list of United Russia from Khanty-Mansi Autonomous Okrug, YaNAO and the Tyumen Region).
The scandals around Brykin are caused by the fact that the Ugra businessman from the “list Titov» Konstantin Dyulgerov, forced to flee Russia from the pressure of the security forces, openly accused the retired general of organizing a custom-made criminal prosecution. Dyulgerov revealed the details of his misadventures in detail in an up-to-date interview with Novaya Gazeta. The victim in the dubious case of Dyulgerov is Brykin's son-in-law Sergey Kiryanov, and the hero of the scandal, as the editors of Kompromat-Ural found out, before being nominated to the State Duma, re-registered multimillion-dollar development assets on the Black Sea coast to his daughter Valentin Kiryanov(in 2016, Breeze LLC, rewritten to it, had property worth almost half a billion rubles on its balance sheet!). Brykin went to the deputies already as a modest representative of the "patriotic fund" (legally, this was a fiction).
The other day, the editorial office of Kompromat-Ural received a response from the Assistant Prosecutor General of the Russian Federation Valeria Volkova(Valery Georgievich came from the leadership of the Office of the Prosecutor General for Supervision of the Implementation of Anti-Corruption Legislation). We turned to Yuri Seagull on the issue of verifying the reliability of declaration information about the personal wealth of Mr. Brykin. Does the people's servant live within his means, who in the shortest possible time after his dismissal from the Ministry of Internal Affairs turned into a dollar millionaire, and then also quickly got rid of his "deserved" wealth before the elections to the State Duma?
In a recent publication by our colleagues from the Tyumen publication 72.ru, it was noted that, according to formal declarations, Nikolai Brykin dangles at the bottom of the deputy rating: “in 2017, his income amounted to“ only ”4.8 million rubles. Less than the rest, but do not rush to conclusions. He owns two huge plots of land, a couple of spacious country houses and a modest apartment of 76 squares. His wife has a bigger apartment: 116 square meters. It also recorded four residential country houses and two land plots. And all their family vehicles are registered to Brykin's wife - Toyota Land Cruiser, Shore Land SRV31B trailer and Sea Ray 185S boat. How the lady managed to buy it all herself, earning 2.9 million a year, one can only guess.
Yury Chaika's assistant told the Kompromat-Ural editors that the Duma commission for monitoring the reliability of income information, headed by Natalia Poklonskaya(She is also Deputy Chairman of the Committee on Security and Anti-Corruption). Therefore, according to the answer of Valery Volkov, the appeal about Brykin was sent to the lower house. The editors of Kompromat-Ural will follow the answers of the apparatus of the speaker of the State Duma Viacheslav Volodin and profile committee. In mid-April, Mrs. Poklonskaya confirmed to reporters that Brykin was indeed one of the five defendants in the anti-corruption checks conducted by the commission she leads. By the way, in this list, Brykin is next to the “pubic” deputy from the Liberal Democratic Party, the hero of immoral sex scandals Leonid Slutsky.

Khabarov Mikhail Valentinovich , who has a reputation in the media as one of the most famous corporate raiders, uses "criminal" tricks in the state bank "Trust" as chief executive officer.
Khabarov Mikhail Valentinovich (born March 12, 1971, Zlatoust, Chelyabinsk Region, RSFSR, USSR) - First Deputy Chairman of the Board, Chief Executive Officer of the Bank of Non-core Assets Trust (since May 2019); former president of A1 company (2010-2014) - an aggressive player in the market of hostile mergers and acquisitions; former deputy director of the financial and industrial group Magnitogorsk Steel (1996-1998), who participated in the raider attack on the Magnitogorsk Iron and Steel Works (OJSC MMK, now PJSC MMK).
The appointment of Khabarov to a responsible position in the state bank, created to improve the financial sector, is assessed by some experts as a personnel decision that undermines trust in Trust and compromises its leaders and shareholder (the Central Bank of the Russian Federation). The opinion was expressed that in the position of chief executive officer of Trust, Khabarov acts by raider methods for reasons of personal gain, which could lead to a deterioration in the situation in the financial sector and the economy as a whole. This assumption, according to some judgments, is confirmed in the scandals surrounding the activities of the bank of non-core assets, as well as in the accusations of Khabarov in the media in December 2019 of using justice for personal gain (in conflict with the Delovye Linii Group of Companies).
Almost nothing is known about Mikhail Khabarov's childhood. He was born into a family of hereditary metallurgists, but "not impressed by the material life of his parents" abandoned the idea of continuing a professional dynasty. At the insistence of his parents, he entered the Moscow Institute of Steel and Alloys. In 1993 he received a diploma of a specialist in “automation of metallurgical production”, but he never worked in a real production.
Data on further education and the initial stage of the labor biography differ, which forces experts to doubt their reliability. According to Khabarov, in 1993-1994 he began his career as a window cleaner and ice cream seller. He also claims that in 1994 he graduated from the Higher Commercial School under the Ministry of Foreign Economic Relations of the Russian Federation. There is no confirmation of this, and according to official data, during this period he worked in the Ministry of Metallurgy.
In 1994, "from the street" he got a job as a manager for metallurgy at Inkombank, where his career began, full of stories of raider seizures and the collapse of strategically important enterprises for the country's economy.
In 2001, he received an MBA from Pepperdine University in the United States, where, as follows from reports in public sources, he temporarily lived, hiding from possible criminal prosecution in connection with his participation in an attempted raider takeover of the Magnitogorsk Iron and Steel Works.
"Orthodoxy of the brain" (PGM, the definition of a publicist Alexandra Nevzorova) is such a serious illness that it can force its carrier to commit savagery, unthinkable for a civilized society. Even quite respectable characters, if they fall ill with PGM, behave in a completely different way, as befits the billionaires from the rating Forbes . In the past year, the Yekaterinburg oligarchs were marked by fierce "Orthodoxy" Andrey Kozitsyn(UMMC) and, especially, Igor Altushkin(RMC). Passion of the middle - admiring half-naked men, he calls them "fighters".
The symptoms of PGM at a certain stage went so far that even experts respecting the Ural moneybags twisted their fingers at their temples: did the copper “acrobatic brothers” completely lose their scent, believing in the omnipotence of the three letters (ROC)? I was forced to personally intervene in the scandal that quickly reached the federal level, connected with mass protests in Yekaterinburg against the Altushkin-Kozitsyn Temple-on-the-Water Vladimir Putin. And then, as the editors of Kompromat-Ural recall, the “celestials” had to admit that Yekaterinburg would not accept the cult church giant, and the “believing” nouveau riches were fighting with most of the metropolis.
“In fact, the events in the square showed that private militant groups operate in Yekaterinburg, whose fighters are inviolable from the point of view of the law,” investigative journalists came to this conclusion. In connection with the protests in Yekaterinburg, the "law enforcement" agencies were not up to par. The security forces once again confirmed that they use their powers selectively, not in accordance with the law and the interests of public security, but for the sake of certain groups that have political and financial influence (there is no doubt that Altushkin has such influence). have to). Today, for touching a policeman's helmet or for an empty plastic bottle that fell on a Russian guard, people are given real sentences. And the Altushkinites, who staged mass massacres in the city center and even (in front of the personnel!) socked the head of the public order department of the Yekaterinburg police Alexander Kashigin, - Nothing!
"From the filing Radia Khabirova a judge of the Constitutional Court of Bashkiria became a man who in the past could illegally assist the current first deputy prime minister of the republic Andrey Nazarov and his business.
In Ufa, former chairman of the Kirovsky District Court Munir Valeev became a member of the Constitutional Court of Bashkiria.
Earlier, his candidacy was submitted for consideration for this post by the Governor of Bashkortostan, Radiy Khabirov. And even earlier, in 2012, Munir Valeev was deprived of the status of a judge. Formally - for disciplinary violations. But in reality, according to rumors, for custom-made decisions in favor of the powers that be.
More precisely, allegedly Valeev was very favorable to the work in the region of his current head, Radiy Khabirov. As well as the current First Deputy Prime Minister of the government of the region Andrey Nazarov and the business where he was previously the owner - the Granel Group of Companies.
Allegedly, it was Nazarov who became the main lobbyist for the return of Valeev to the highest judicial league in the region, mindful of his past services to his companies.
And Munir Valeev is known for the fact that in July 2012 he delivered a verdict of not guilty to the former prime minister of the government of Bashkiria Rail Sarbaev. Togo was accused of embezzling 1.6 million rubles from the budget. Today, with the light hand of Khabirov and Nazarov, he leads the Development Corporation of the Republic of Bashkortostan.
Khabirov and Nazarov definitely need people like Valeev. Moreover, for many years Valeev sought to obtain the mantle of a judge of the constitutional court, and he was able to do this, apparently, only after the intervention of the head of Bashkortostan.
However, he did not sit idle without a mantle: under the wing of the Khabirov-Nazarov group, the deputy head of the State Budgetary Institution "State Cadastral Valuation and Technical Inventory" worked peacefully. We understand that it’s not enough for a high-flying judge!
It is Nazarov who should be especially pleased with the return of Valeev: they say that his Granel kept afloat in the 2000s, not least thanks to his people in the law enforcement and the judicial system. Like Valeev?
Rumor has it that even without being in the status of a judge, Valeev in 2018 was able to influence the decision of the Sibay City Court in the case of Nazarov against the Internet. They admitted unreliable information about Nazarov's past, which was somewhat at odds with the official version of his biography.
In particular, about buying a diploma and raping a minor. At the same time, the judge Kutulbaev allegedly referred to an earlier decision of the Kirov court. Signed by the same Munir Valeev...
There is a rapid recovery in the banking market. dismissed from the Central Bank Vasily Pozdyshev, who in recent years has been deputy Elvira Nabiullina. It is transferred to the Banking Sector Consolidation Fund (FCBS). “Since Pozdyshev does not receive the post of general director, who has real power in the FKBS, but the nominal position of chairman of the board of directors, this sinecure is a significant career downgrade,” the head of the analytical department of the BKF emphasized in an interview with reporters Maksim Osadchy. He considers it a "soft resignation".
An informed and competent expert links the high-profile resignation to some events in the banking sector. “In April, the head of the banking department of the K department of the FSB, Colonel Kirill Cherkalin and two of his colleagues - FSB colonels Frolov And Vasiliev. Shortly thereafter, in June 2019, the Director of the Department of Financial Monitoring and Currency Control of the Central Bank resigned. Yuri Polupanov. Then the deputy head of the DIA fled from Russia Valery Miroshnikov. And now Pozdyshev is retiring. Maybe they are links in the same chain.
According to the stated version, which is shared by other interlocutors of the Kompromat-Ural editorial board, Pozdyshev’s problems will not end with one dismissal from the Central Bank, now the attention of relevant law enforcement agencies is focused on his person.
Nine-month governor of the Orenburg region, longtime businessman Denis Pasler is being mastered in new "possessions", readers of the Kompromat-Ural project report. In 2016, Pasler was practically written off from the civil service when he was forced to vacate the chair of the chairman of the government of the Sverdlovsk region (and even the urgent arrival of Pasler's patron in Yekaterinburg Viktor Vekselberg to meet with the governor Evgeny Kuyvashev did not save Pasler from resignation). Vekselberg did not abandon his pet and Pasler received quite a warming chair for himself as the head of PJSC T-Plus, until in 2019 he returned to the civil service in the status of acting. Governor of the Orenburg region
More than a quarter of the population of this border region lives in the regional center - Orenburg. To govern without having your own mayor on the board, you see, is not right. Therefore, for the role of the mayor of the regional capital, Denis Pasler is carrying a businessman from Yekaterinburg Volodya Ilinykh, about which journalists were informed of new juicy details for further publications.
Judging by reports from open sources studied by the editors of Kompromat-Ural, the “paslerization” of the Orenburg region is not limited to mayoral castling. NIKA-Petrotek, a company loyal to Pasler, from the Sverdlovsk region, is accused of financing a non-systemic opposition and provoking a “mass” protest against the authorities of the region, from which Pasler was expelled in 2016. “Now the opposition network, which is maintained by NIKA-Petrotech, is increasingly attacking the governor of the Sverdlovsk region Kuyvashev. At the same time, the company itself demonstrates its loyalty to the governor of the Orenburg region, Pasler, with all its might.
Such selectivity has a quite obvious explanation: NIKA-Petrotech creates its own production in the Orenburg region, and their main competitors work in Sverdlovsk. In addition, it is known that Pasler, to put it mildly, does not like Kuivashev: he fired him from the post of chairman of the government of the Sverdlovsk region. By financing Kuyvashev's pissing, NIKA-Petrotek wants to please Pasler and enlist his support. On the other hand, it is known that NIKA really needs Pasler's support for the implementation of its Orenburg proppant project. Financing the protests in the Sverdlovsk region may be associated with an attempt to show loyalty to Pasler precisely with the expectation of this investment project.
But the most interesting thing is who are these people, the brave owners of the company, who are not afraid to sponsor anti-presidential forces in the regions? There are two key owners of NIKI-Petrotech. Yekaterinburg developer Alexey Balashov and his father-in-law Valery Abramov, former security director of UMMC-Holding, once one of the many hands of the "copper king" Andrey Kozitsyn. By investing money in funding the opposition, they are taking a very big risk,” famous people noted not so long ago. Telegram channels.
According to the editors of Kompromat-Ural, in conflicts and intrigues, the newly-minted head of the Orenburg region can overstrain. Now a new scandal is coming to the federal level - on the topic of how motivated Orenburg security officials and people from Pasler's entourage "hushed up" the investigation of a corruption conspiracy when concluding state contracts for 15 billion rubles for healthcare institutions.
